COUNCIL POLICY

Article 1A.7.7.1 of the Vancouver Building By-law defines "temporary", when used in regard to a temporary building, as a period not exceeding twelve months.

Article 1A.7.7.6 of the Vancouver Building By-law states that a permit for a temporary building may only be extended if prior permission is granted by the City Council.

PURPOSE

The purpose of this report is to request Council's approval of a permit extension for a temporary building at 960 West 58th Avenue and to request Council's approval of a new procedure to expedite permit extensions for temporary buildings in the future. This will result in a reduction of time for staff and a reduction in cost to the applicant.

DISCUSSION

Development and Building Permit No. DB414049 was issued July 5, 2002 to move and place and construct a temporary building at 960 West 58th Avenue to provide a sales/marketing office for a temporary period of time expiring July 5, 2003. This temporary sales building is for the project known as 7400 Oak Street (Churchill Gardens).

Development and Building Permits have been issued for Phase 1 of the development which consists of renovation of the existing heritage house to provide five residential units and construction of 26 townhouses in a seven building cluster. Construction is in progress.

A Development Permit application has been submitted for Phase 2 of the development which proposes 44 townhouses and a four-storey multiple dwelling consisting of 48 dwelling units. A Building Permit application has been submitted for part of Phase 2 for the four-storey multiple dwelling only.

As construction on the site is being phased, the applicant is requesting to retain the temporary sales building for an extended period of time.

There has been no change to the zoning for this site (Comprehensive Development District No. 355). The Planning Department has no objection to this extension.

CONCLUSION

Approval of Recommendation B will allow staff to provide better service to the public by expediting the extension process related to temporary buildings and will give Council advance notice of the extension request.
