SUBJECT: Celebration of Light - U/B 1

The purpose of this memo is to clarify the projected budget for this civic event, and to offer additional recommendations to those under U/B 1, dated March 18th, for your consideration on March 27th.

The budget proposed by staff in the Council report for all City services was $400,000 based upon historic costs. This included an estimate of $307,000 for Policing but a detailed operational plan had not been developed. The operational plan has now been developed and the Police indicate the costs are estimated at $450,000 for 2003.

The Police do have the ability to use "reconciliation" time, to assign police officers, but they are not proposing to do this for this event. Reconciliation time is time the Police officers are paid in advance because of shift arrangements and amounts to over 70 hours per year for each member.

The City Manager RECOMMENDS that Council approve Item 1 under U/B 1, and not approve Item 2.

In addition, the City Manager RECOMMENDS Council approve the following:

3. That the Police Department provide the necessary staffing to police the 2003 Celebration of Light event with $307,000 funded from the General Government account, and the balance from within the Police Department 2003 budget using staff reconciliation time or other budget adjustments.

4. That the General Manager of Engineering Services, in consultation with the Chief Constable and the General Manager of Parks and Recreation, and the Celebration of Light Society, report back in October on 2003 event impacts with recommendations on continuing or changing the event to reduce City cost of policing.
