SUBJECT:
Grant Request: Junior League of Vancouver
CONSIDERATION
THAT Council approve a grant of $5,000 to the Junior League of Vancouver, source of funds to be the 2003 Operating Budget Other Grants - Miscellaneous.
CITY MANAGER'S COMMENTS
The City Manager submits this report for Council's CONSIDERATION, and would note that these funds would enable the participation of 100 non-profit representatives who have benefited from partnership with the Junior League of Vancouver.
COUNCIL POLICY
Approval of a grant requires 8 affirmative votes.
PURPOSE
This report recommends a grant of $5000 to the Junior League of Vancouver to offset the costs of an event marking 72 years of operation and the wrap-up of the League. City funding would subsidize the attendance of non-profit community organizations.
BACKGROUND
The Junior League began as a service club in 1927 and officially became known as the Junior League of Vancouver in 1931. The League has now decided to dissolve and transfer its assets to a Vancouver Foundation endowment fund, which will be used to fund new and innovative projects in the Lower Mainland.
In the intervening 72 years, the League has contributed to the social and cultural infrastructure of the City by supporting the development of many different organizations, both through funding and volunteer assistance. The League helped in the establishment of such organizations as the Crisis Centre, Volunteer Vancouver, and Science World, and has provided funding to a long list of social, educational, and cultural initiatives. The League has provided over $2 million in support and 5 million volunteer hours to 140 different organizations or initiatives, including Carousel Theatre, Collingwood Neighbourhood House, Crabtree, Theatre Terrific, Vancouver Symphony, West Coast Child Care Resources Centre, and Option Youth Society, among many others.
DISCUSSION
The League has requested support from both the City and the Vancouver Foundation to offset costs of a celebration and wrap-up event to be held May 8, 2003. City funding is requested to subsidize the ticket cost for individual representatives of the non-profit organizations with whom the League has partnered. The Vancouver Foundation is considering a similar request for $5,000. Total costs of the wrap-up event are $30,000. The City grant will enable approximately 100 non-profit representatives to attend.
This is an unusual request, however, staff believe that it merits consideration, in view of the substantial contributions of the Junior League.
FINANCIAL IMPLICATIONS
Funding for this grant would be provided from the 2003 Operating Budget in Other -Miscellaneous Grants.
CONCLUSION
A grant of $5,000 is recommended to the Junior League of Vancouver.
