New Engineering Works Yard Award of Tender for
Sloped Metal Roof and Metal Wall Cladding

 

RECOMMENDATION

GENERAL MANAGER'S COMMENTS

COUNCIL POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.

Construction contracts with a value over $300,000 are to be awarded by Council.

PURPOSE

This report seeks authorization to award a construction tender for Sloped Metal Roofing, Metal Cladding and Cementitious Wall Cladding for the new works yard project.

BACKGROUND

Development of the new engineering works yard is part of the 2000 - 2002 Capital Plan.

· The new yard will replace the existing Cambie Yard which is nearing the end of its useful life.
· On July 31, 2001, Council approved awarding the design and construction management contract for the yard to Omicron Consulting Group.
· On November 20, 2001, Council approved implementing LEEDTM sustainable practices into the two main buildings in the yard. LEEDTM ( Leadership in Energy and Environmental Design) is a means of measuring sustainable building practices in five key areas: Sustainable Sites, Water Efficiency, Energy & Atmosphere, Materials & Resources, and Indoor Environmental Quality.
· Construction management is being used for the works yard development which involves sequential tendering for the main building components.
· Council has previously approved award of contracts for piling, earthworks, concrete, structural steel, pre-engineered buildings, mechanical systems, electrical systems, communication systems exterior glazing and engineered wood.

DISCUSSION

This report recommends award of a contract for Sloped Metal roof, metal wall cladding and cementitious wall cladding. This contract covers roof sections and wall sections for portions of the main administration building and parking operations building.
From a public invitation for expression of interest, 8 contractors were pre-qualified for this tender. Tenders were opened on Feb 3, 2003 with the following 4 complete tenders received (which include PST and GST)

Lam Metal Contracting Ltd.

$788,706.00

Transwest Roofing Ltd.

$832,620.00

Flynn Canada Ltd.

$941,094.00

DHS Building Products Ltd.

$947,592.00

The consulting engineer's estimate for this work is $717,970. The low bid is above the engineer's estimate and engineering staff will work with Lam Metal Contracting to implement cost savings and reduce the costs of this tender to within the estimated amount. The costs of this tender fits within the overall budget for the works yard project. On the basis of best value, it is recommended that the Sloped metal roof and metal wall cladding contract be awarded to Lam Metal Contracting Ltd., the low bidder, in the amount of $788,706.00, including PST and GST. All tenderers have been notified of these recommendations.

FINANCIAL IMPLICATIONS

The overall budget approved for this project is $21.884 million. This tender is within the budget for the project. Funding for the project is approved in the 2000 - 2002 Capital Plan and Capital Financing Fund Loans. Funding for this tender which totals $788,706.00 is available in Yards Basic Capital account no. 30005178.

SUSTAINABILITY

This Contract incorporates a number of sustainable features:
· Paints caulking and sealants for this contract are specified to contain low volatile organic compounds.
· The steel used for the wall and roof cladding systems has a minimum 50% recycled content.
· Material for this contract is manufactured within 500 miles of Vancouver.
· The sloped metal roofing material will be coated with special coatings to reduce heat island effect.
· A construction waste management program has been specified for this contract with a goal of recycling in excess of 80% of all construction waste.
