ADOPTION OF MINUTES

The minutes of the meeting of January 16, 2003, to be adopted.

1. Canada - B.C. Infrastructure Program

The attached Administrative Report dated January 22, 2003, refers.

4. Cooperative Approaches to Civic Issues: The Role of the Municipality

At its meeting on January 30, 2003, Vancouver City Council agreed to invite John Restakis, Region Manager of Canadian Co-operative Association (BC Region), to a future Standing Committee meeting to provide information regarding development permits and co-operative housing.

Accordingly, Mr. Restakis will give a Power Point Presentation which will focus on how co-operative models can be applied to promoting both economic and social development in the City of Vancouver. The presentation will look at how regional and municipal governments in other jurisdictions, particularly northern Italy, have applied co-operative strategies to promote the growth and success of small firms, key industrial sectors, and the creation of business networks among small and medium entrepreneurs.

Also discussed will be the role of the municipality in partnering with communities and citizens in the design and delivery of social services. In particular, social co-ops will be described and applied to social care issues in the City.
