Award of Tender PS02051 - Supply & Delivery of Water Meters
RECOMMENDATION
That Council accept the low bid offering best value to the City from Neptune Technology Group Inc. for the Supply and Delivery of Water Meters for a one (1) year period from date of purchase order, at an estimated cost of $454,036.21 plus the 7% GST (less any municipal rebate received) and PST, subject to a contract satisfactory to the Director of Legal Services, with the source of funds from the Water Meter Replacement Capital Account.
POLICY
The policy is to award contracts for the purchase of equipment; supplies and services that will give the highest value based on quality, service and price.
Contracts with a value over $300,000 are referred to Council.
DISCUSSION
Tenders for the above were opened on December 11, 2002 and referred to the General Manager of Engineering Services and the Manager of Materials Management for report. The 7 1/2% PST and 7% GST (less any municipal rebate received) are in addition to all prices shown in this report. This tender was advertised in a local newspaper as well as on the internet.
This tender called for the supply and delivery of wall and pit mount water meters in various sizes, covering positive displacement, compound, and turbine water meters, as, if and when required for a twelve (12) month period from date of purchase order.
Four bids were received from three suppliers with estimated pricing ranging from $454,036.21 to $503,938.00.FINANCIAL IMPLICATION
This tender covers the balance of the meter replacement program originally started in 2000. The existing meters are scheduled to be replaced in 2003 and the funds are available from various Engineering Services Capital Budgets (carry over from the 2000-2002 and from the 2003-2005 Capital Programs). The tender price of $454,036.21 is within the anticipated replacement budget. Funds for the purchase of these meters are provided from the Meter Replacement Capital Account.
CONCLUSION
Accordingly, we recommend acceptance of the low bid which meets our requirements and specifications and offers best value, from Neptune Technology Inc. for the supply and delivery of a combination of wall and pit mount water meters, at an estimated cost of $454,036.21.
