BY-LAW NO.
A By-law to undertake a plebiscite regarding
the 2010 Olympic Winter Games and Paralympic Winter Games,
to amend the Election Procedures By-law, and to repeal the Voting Divisions By-lawTHE COUNCIL OF THE CITY OF VANCOUVER, in public meeting, enacts as follows:
1. Council, for its own information, will submit for the opinion of the electors, on February 22, 2003, the following question:
"Do you support or do you oppose the City of Vancouver's participation in hosting the 2010 Olympic Winter Games and Paralympic Winter Games?
_____ YES, I support the City of Vancouver's participation.
_____ NO, I oppose the City of Vancouver's participation."
2. In Election Procedures By-law No. 7169, delete section 3, and substitute:
"3. Provincial List of Voters
The register of resident electors for the city must be the most current available provincial list of voters prepared under the Election Act existing in the case of a general local election or other election, 90 days prior to the time a general local election or other election is to be held.
3A. Registration for other voting
In the case of other voting, electors may register only at the time of voting."
3. Repeal Voting Divisions By-law No. 7168.
4. This By-law is to come into force and take effect on the date of its enactment.

EXPLANATION
Olympic Winter Games and Paralympic Winter Games Plebiscite By-law
The attached by-law will implement Council's resolution of December 10, 2002 to hold a plebiscite on whether or not the City of Vancouver should participate in hosting the 2010 Olympic Winter Games and Paralympic Winter Games.
