New Engineering Works Yard Award of Tender for
Electrical Systems, Communications Systems and GlazingRECOMMENDATION
A. THAT Council approve award of Contract No. 1616000 for Electrical Systems to the low complete tenderer, Anton Electrical Services Inc., in the amount of $1,518,200.00 which includes PST and GST (less any municipal rebate received). The funding is to be provided from Yards Basic Capital Account Number 30005178;
B. THAT Council approve award of Contract No. 1717000 for Communication Systems to the low complete tenderer, 4TH Utility Inc., in the amount of $288,038.33 which includes PST and GST (less any municipal rebate received). The funding is to be provided from Yards Basic Capital Account Number 30005178;
C. THAT Council approve award of Contract No. 0808900 for Exterior Glazing to the low complete tenderer, Glastech 2000 Contracting Ltd., in the amount of $752,835.81 which includes PST and GST (less any municipal rebate received). The funding is to be provided from Yards Basic Capital Account Number 30005178;
D. THAT the General Manager of Engineering Services be authorized to execute and deliver Notices of Award on behalf of the City, and the Director of Legal Services be authorized to execute and deliver contracts No. 1616000, 1717000 and 0808900 on behalf of the City ,and
E. THAT no legal rights or obligations will be created or arise by Council's approval of Recommendations A to D unless and until a Notice of Award is executed and delivered by the City to Anton Electrical Services Inc, 4TH Utility Inc., or Glastech 2000 Contracting Ltd.

The General Manager of Engineering Services recommends approval of the foregoing.
COUNCIL POLICY
The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.
Construction contracts with a value over $300,000 are to be awarded by Council.
PURPOSE
This report seeks authorization to award construction tenders for electrical systems, communication systems, and exterior glazing for the new works yard.BACKGROUND
· Development of the new engineering works yard is part of the 2000 - 2002 Capital Plan.
· The new yard will replace the existing Cambie Yard which is nearing the end of its useful life.
· On July 31, 2001, Council approved awarding the design and construction management contract for the yard to Omicron Consulting Group.
· On November 20, 2001, Council approved implementing LEEDTM sustainable practices into the two main buildings in the yard.
· LEEDTM ( Leadership in Energy and Environmental Design) is a means of measuring sustainable building practices in five key areas: Sustainable Sites, Water Efficiency, Energy & Atmosphere, Materials & Resources, and Indoor Environmental Quality.
· Council has previously approved award of contracts for piling, earthworks, concrete, structural steel, pre-engineered buildings and mechanical systems.
· Construction management is being used for the works yard development which involves sequential tendering for the main building components.DISCUSSION
This report recommends award of three contracts covering electrical, communications and exterior glazing for the new works yard project. These contracts cover the building power, lighting, security, telephone and data wiring, exterior glazing and skylights.
From a public invitation for expression of interest, contractors were pre-qualified for each tender.
Electrical Systems
Contract 1616000
Six contractors were pre-qualified for Electrical Systems. Tenders were opened on
November 13, 2002 with the following six complete tenders received (which include PST and GST):

The consulting engineer's estimate for this work is $ 1,710,566.74. The low bid is below the engineer's estimate and fits within the overall budget for the project. On the basis of best value, it is recommended that the electrical systems contract be awarded to Anton Electrical Services Ltd., the low bidder, in the amount of $1,518,200.00, including PST and GST.
Communications Systems
Contract 1717000
Four contractors were pre-qualified for Communications Systems. Tenders were opened on November 13, 2002 with the following four complete tenders received (which include PST and GST):

The consulting engineer's estimate for this work is $365,807.00. The low bid is below the engineer's estimate and fits within the overall budget for the project. On the basis of best value, it is recommended that the communication systems contract be awarded to 4TH Utility Inc., the low bidder, in the amount of $288,038.33, including PST and GST.
Exterior Glazing
Contract 0808900
Six contractors were pre-qualified for exterior glazing. Tenders were opened on November 14, 2002 with the following two complete tenders received (which include PST and GST):

Landmark Glass and Aluminum Inc.
$845,621.93
The consulting engineer's estimate for this work is $696,125.81. The low bid is above the engineer's estimate; however, with the savings on electrical this fits within the overall budget for the project. On the basis of best value, it is recommended that the exterior glazing contract be awarded to Glastech 2000 Contracting Ltd., the low bidder, in the amount of $752,835.81 including PST and GST.
All tenderers have been notified of these recommendations.FINANCIAL IMPLICATIONS
The overall budget approved for this project is $21.884 million. Combined these tenders are below the engineer's estimate and within the budget for the project. Funding for the project is approved in the 2000 - 2002 Capital Plan and Capital Financing Fund Loans. Funding for this tender which totals $2,559,074.14 is available in Yards Basic Capital account no. 30005178.SUSTAINABILITY
Contracts covered by this tender incorporate a number of sustainable features including energy efficient lighting with occupancy and photocell sensors. Window systems are low E double glazed with approximately 20% recycled glass and 30% recycled aluminum in the frames. A construction waste management program has been specified for these tenders with a goal of recycling in excess of 80% of all construction waste.* * * * *
