SUBJECT: Secondhand Dealers and Pawnbrokers By-law No. 2807 and
License By-law No. 4450 Update and Changes
Having heard all delegations, decision on several recommendations from Policy Report Secondhand Dealers and Pawnbrokers By-law No. 2807 and License By-law No. 4450 Update and Changes, dated October 30, 2002, was postponed to a future meeting of Council. Staff was also instructed to prepare a summary of costing information relating to the LeadsOnLine system as compared to the X-tract System.
Staff has advised there are additional amendments to be considered as presented in the attached memo.
Accordingly, the following materials refer and are attached:
· Memo dated November 19, 2002, from Paul Teichroeb, Chief License Inspector;
· Memo dated November 20, 2002, from Sgt. Doug Fisher, Anti-Fencing Unit, Vancouver Police Department;
· Relevant extract of the Report to Council of the Standing Committee on Planning and Environment dated November 7, 2002;
· Policy Report: Secondhand Dealers and Pawnbrokers By-law No. 2807 and License By-law No. 4450 Update and Changes dated October 30, 2002.
