A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday, November 7, 2002, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on City Services and Budgets meeting of October 10, 2002, were adopted.
RECOMMENDATION
1. Hastings and Victoria - Left Turn Bays/Safety Improvements (File 5761)
The Committee had before it an Administrative Report dated October 17, 2002, in which the General Manager of Engineering Services recommended design and funding approval for the subject project.
Rod Malkin, Transportation Engineer, was present to respond to questions.

THAT the Committee recommend to Council
That the design for safety improvements, including left turn bays, lowering the roadway and an advance westbound-to-southbound traffic signal arrow indication, at the intersection of Hastings Street and Victoria Drive as described in the Administrative Report dated October 17, 2002, entitled "Hastings and Victoria - Left Turn Bays/Safety Improvements" be approved with funding of up to $950,000 provided from the unexpended Streets Capital accounts detailed in Appendix B; and, that Council recommend to the incoming Council that this funding be repaid from the 2003 Streets Basic Capital Budget, subject to Plebiscite approval of the 2003 to 2005 Streets Capital Plan.

2. 2002 `Other' Grants Requests (File 2201)
The Committee had before it an Administrative Report dated October 22, 2002, in which the General Manager of Corporate Services presented requests for funding under the `Other' Grants categories (Annual Recurring and Miscellaneous).
Ken Bayne, Director of Financial Planning and Treasury, provided Council with a brief overview of the report.
Maureen Roger, Executive Director, Wildlife Rescue Association, provided details of the Association's financial statements, grants received from other municipalities, services provided, and its relationship with the BCSPCA. Ms. Roger further noted that although located in Burnaby, the Association serves the entire lower mainland.

THAT the Committee recommend to Council
A. THAT a grant of $49,441 to the Vancouver City Planning Commission be approved; source of funds to be the 2002 'OTHER' Grants Budget.
B. THAT a grant of $3,500 (2001 funding level) be approved to the Chinese Benevolent Association of Vancouver; source of funds to be 2002 'OTHER' Grants budget.
C. THAT a grant of $5,000 be approved to the Wildlife Rescue Association of B.C.; source of funds to be 2002 'OTHER' Grants budget.

3. Collingwood Neighbourhood House Society Gymnasium Operating Funding (File
2201)
The Committee had before it an Administrative Report dated October 22, 2002, in which the General Manager of Corporate Services sought Council approval for 2002 operating funds for the gymnasium and approval to instruct the Director of Legal Services to prepare and execute an operating agreement with the Society regarding the funding for the Gymnasium.

THAT the Committee recommend to Council
A. THAT Council approve 2002 funding in the amount of $208,727 to the Collingwood Neighbourhood House Society for the operation of the Collingwood Gymnasium for the period January 1, 2002 to December 31, 2002; source of funds to be the 2002 Operating Budget.
B. THAT Council instruct the Director of Legal Services to prepare and execute an operating agreement between the City and the Collingwood Neighbourhood House Society, to the satisfaction of the General Manager of Corporate Services, General Manager of Community Services and Director of Legal Services.

4. Ray-Cam Co-operative Association- Contract Extension (File 1805)
The Committee had before it an Administrative Report dated October 25, 2002, in which the General Manager of Corporate Services and Director of Social Planning sought Council approval for a three year contract extension with the Ray-Cam Co-operative Association for the provision of four social service programs at the Ray-Cam Centre.

THAT the Committee recommend to Council
A. THAT Council authorize the Director of Legal Services to finalize and execute a three year contract extension, subject to the satisfaction of the General Manager of Corporate Services and General Manager of Community Services, on terms described in the Administrative Report dated October 25, 2002, entitled "Ray-Cam Co-operative Association - Contract Extension" for the period January 1, 2002 to December 31, 2004.
B. THAT Council approve a payment of $128,042 in 2002 to Ray Cam Co-operative Association to satisfy the requirements of the contract; source of funds to be the 2002 Operating Budget.

5. 2002 Operating Budget - August Review (File 1605)
The Committee had before it an Administrative Report dated October 25, 2002, in which the General Manager of Corporate Services and Director of Finance in consultation with the Corporate Management Team reviewed the status of the revenue and expenditure appropriations in the 2002 Operating Budget at August 31, 2002, and identified any significant variances for Council.

MOTION ON NOTICE
B. Motions on Notice
1. Call for a report on City of Vancouver support for women's advocacy groups
At the Council meeting on November 5, 2002, Councillor Bass submitted the following Notice of Motion. Councillor Clarke called Notice under Section 5.4 (c) of the Procedure By-law, and the motion was referred to the next Regular Meeting of Council, immediately following the City Services and Budgets Committee meeting of November 7, 2002. The Chair noted Council had also received a request to speak on this matter.
Vancouver City Council, at its meeting on November 7, 2002, referred the Motion on Notice to a future Standing Committee meeting in order to hear from delegations.

WHEREAS, women's advocacy centres offer the women of a given community an opportunity to organize to prevent violence against women and children, to promote women's health, to address racism, and to improve the status of women;
AND Whereas, women's advocacy centres have evolved from the grassroots and allow women to organize on a model of self-help and thus enable a broad range of women to understand and participate in community life across the potential boundaries of race, class and culture;
AND WHEREAS, women's organizations are uniquely responsive to women's needs and cannot be duplicated by government-created, non-gender-specific programs and institutions;
AND WHEREAS, there are approximately a quarter million women in the city of Vancouver who will benefit directly or indirectly from women's centres because the very existence of these centres provides evidence to women that the community supports women's organizing and self-help initiatives;
AND WHEREAS, the provincial government has reduced already inadequate welfare rates and instituted measures which discourage and disqualify potential welfare applicants, thus creating conditions that make it impossible for many women to escape abusive husbands, fathers and employers;
AND WHEREAS, the provincial government's plans to cut legal aid by 40% over the next three years will result in reduced legal protection for battered women and for women facing charges for poverty-related crimes;
AND WHEREAS, the provincial government announced in January 17, 2002, that it would be cutting 100% of core funding (1.7 million dollars) for women's centres in British Columbia and that by April, 2004, 37 women's centres across BC will lose all their provincial core funding; 7
AND WHEREAS, the centres that survive the cuts can be expected to provide support to those women who cannot find services elsewhere;
THEREFORE BE IT RESOLVED THAT,
· Vancouver City Council ask for a report on the implications of cuts in provincial government funding for the functioning of women's advocacy groups in Vancouver, and
· Alternatives for City of Vancouver support to the following groups be described: the Aboriginal Women's Action Network, the Downtown Eastside Women's Centre, the Philippine Women Centre of BC, the South Asian Women Centre, Vancouver Rape Relief and the Women's Shelter, the Vancouver Status of Women, the Vancouver Women s Health Collective, and Women Against Violence Against Women.

2. Letter to the Premier asking him to respond positively to the Kyoto Protocol
At the Council meeting on November 5, 2002, Councillor Bass submitted the following Notice of Motion. WHEREAS Vancouver City Council has already gone on record in support of Canadian ratification of the Kyoto Protocol in line with similar resolutions from the Federation of Canadian Municipalities and other cities representing approximately 18 million Canadians;
AND WHEREAS climate change now impacts and offers future risks to BC's resource industries such as forestry, agriculture, tourism, fishing and agriculture in the form of insect outbreaks, erratic weather and higher water and air temperatures;
AND WHEREAS such impacts could result in economic losses of hundreds of millions of dollars annually, in addition to significant social and ecological damages;
AND WHEREAS experience and analysis from leading jurisdictions and corporations has demonstrated that energy efficiency and greenhouse gas reduction actions with today's technologies result in net economic and ecological gains;
AND WHEREAS analysis of Canada's experience with energy efficiency measures in the decade up to 2000 saved Canadians $8.7 billion in the year 2000 in reduced energy costs and avoided 38 megatonnes of greenhouse gas emissions;
AND WHEREAS a transition to energy efficiency and renewable energy forms will create more new jobs than capital-intensive fossil fuel energy developments;
AND WHEREAS an effective strategy to reduce greenhouse gas emissions in Canada will also reduce conventional air pollutants which cause thousands of premature deaths and widespread illness and absenteeism;
THEREFORE BE IT RESOLVED that the Vancouver City Council resolve that a letter from the Mayor and Council be sent to Premier Gordon Campbell urging him to:
· support Canada's ratification of the Kyoto Protocol before Christmas 2002 as committed by Prime Minister Chretien;
· work constructively with the federal, provincial and territorial governments to put positive solutions for energy efficiency, sustainable forestry, and renewable energy in place as rapidly as possible, with emphasis upon those that support economic innovation, stronger cities, and healthier communities;
· reflect the widespread public support in Vancouver and in British Columbia for constructive action on behalf of future generations in addressing climate change and air pollution.
