CITY SERVICES AND BUDGETS
MEETINGNOVEMBER 7, 2002

At its meeting immediately following the Standing Committee on City Services and Budgets meeting on Thursday, November 7, 2002, Vancouver City Council approved the following:
1. Hastings and Victoria - Left Turn Bays/Safety Improvements (File: 5761)
That the design for safety improvements, including left turn bays, lowering the roadway and an advance westbound-to-southbound traffic signal arrow indication, at the intersection of Hastings Street and Victoria Drive as described in the Administrative Report dated October 17, 2002, entitled "Hastings and Victoria - Left Turn Bays/Safety Improvements" be approved with funding of up to $950,000 provided from the unexpended Streets Capital accounts detailed in Appendix B; and, that Council recommend to the incoming Council that this funding be repaid from the 2003 Streets Basic Capital Budget, subject to Plebiscite approval of the 2003 to 2005 Streets Capital Plan.
2. 2002 `Other' Grants Requests (File: 2201)
A. THAT a grant of $49,441 to the Vancouver City Planning Commission be approved; source of funds to be the 2002 'OTHER' Grants Budget.
B. THAT a grant of $3,500 (2001 funding level) be approved to the Chinese Benevolent Association of Vancouver; source of funds to be 2002 'OTHER' Grants budget.
C. THAT a grant of $5,000 be approved to the Wildlife Rescue Association of B.C.; source of funds to be 2002 'OTHER' Grants budget.
3. Collingwood Neighbourhood House Society Gymnasium Operating Funding (File: 2201)
A. THAT Council approve 2002 funding in the amount of $208,727 to the Collingwood Neighbourhood House Society for the operation of the Collingwood Gymnasium for the period January 1, 2002 to December 31, 2002; source of funds to be the 2002 Operating Budget.
B. THAT Council instruct the Director of Legal Services to prepare and execute an operating agreement between the City and the Collingwood Neighbourhood House Society, to the satisfaction of the General Manager of Corporate Services, General Manager of Community Services and Director of Legal Services.
4. Ray-Cam Co-operative Association - Contract Extension (File: 1805)
A. THAT Council authorize the Director of Legal Services to finalize and execute a three year contract extension, subject to the satisfaction of the General Manager of Corporate Services and General Manager of Community Services, on terms described in this report for the period January 1, 2002 to December 31, 2004.
B. THAT Council approve a payment of $128,042 in 2002 to Ray Cam Co-operative Association to satisfy the requirements of the contract; source of funds to be the 2002 Operating Budget.
5. 2002 Operating Budget - August Review (File: 1605)
THAT the Administrative Report dated October 25, 2002, entitled "2002 Operating Budget - August Review" be received for information.
MOTIONS
B1. Call for a report on City of Vancouver support for women's advocacy groups (File: 4102)
B2. Letter to the Premier asking him to respond positively to the Kyoto Protocol (File: 1261/3501)
Council agreed to refer the above motions to a future meeting to hear from delegations.
