Proposed Technical Amendments to the Vancouver Building By-lawLicensed Beverage Establishments
1. Amend Sentence 1.1.3.2.(1) by adding:
Licenced Beverage Establishment means an assembly occupancy or part thereof, including Class 2 restaurants as defined in the Zoning and Development By-law, where alcohol may be consumed and may include lounges, recreational centres, community halls, cabarets, neighborhood public houses, marine public houses and similar facilities.
2. Add Sentence 3.3.1.16.(6) as follows:
6) In an access to exit from a floor area used or intended to be used for a licensed beverage establishment, the required width of corridors, doorways, stairs and ramps shall conform to Sentence 3.4.3.4.(4).
3. Amend Sentence 3.4.3.4.(1) by adding "and Sentence (4)" after "Sentence (3)".
4. Add Sentence 3.4.3.4.(4) as follows:
4) The exit capacity factors provided in Sentence 3.4.3.4.(1) shall be doubled for all floor areas uses as a licensed beverage establishment.
Unlimited Unprotected Openings for Exterior Walls of Detached Garages
1. Amend the title of Article 9.10.14.10. by adding "and Storage Garages" after "Open-Air Storage Garages".
2. Amend Article 9.10.14.10 by adding "or a storage garage" after the word" open-air storeys".
Construction of Exposing Building Face for Residential Buildings
1. Amend Clause 9.10.14.12.(3)(a) by changing "1.2 m" to "1.0 m".
2. Add Article 9.10.14.17. and Sentence 9.10.14.17(1) as follows:
9.10.14.17. Construction of Exposing Building Face Serving Residential Buildings
1) Where a residential building is sprinklered using acceptable quick response heads, and Article 9.10.14.11 requires noncombustible construction, the exposing building faces may use a wood stud wall assembly having a one hour fire-resistance rating provided the limiting distance is at least 1.0 m, the studs are filled with noncombustible insulation and the wall assembly is clad with noncombustible cladding.
Direction of Exit Door Swing for Ground Floor Retail Units
1. Amend Sentence 3.4.6.11.(1) by adding "Sentence (2)" after "and except as permitted by".
2. Add Sentence 3.4.6.11.(2) as follows:
2) Principal entrance doors opening to an acceptable open space at ground level are not required to swing in the direction of exit travel provided
a) the suite is located at ground level,
b) the suite does not serve a Group F, Division 1 occupancy, and
c) the occupant load is not more than 60 persons.3. Amend Sentence 9.9.6.5.(3) by deleting the words "Sentences (4) and (5)" and replace with "Sentences (4), (5) and (6).
4. Add Sentence 9.9.6.5.(6) as follows:
6) Principal entrance doors opening to an acceptable open space at ground level are not required to swing in the direction of exit travel provided
a) the suite is located at ground level, and
b) the occupant load is not more than 60 persons.Access for Fire Department Vehicles
1. Amend Sentence 3.2.5.4.(1) by deleting the words, "A building which is more than 3 storeys in building height or more than 600 m2 in building area" and replace it with, "A building"
2. DELETE Sentence 9.10.19.3(2) and REPLACE with the following:
2) Except for one and two family dwellings and where acceptable to the Chief Building Official in consultation with the Fire Chief, access for fire department vehicles shall be provided to each principal entrance of a building in accordance with Article 3.2.5.5.
Automatic Sprinkler Protection for Residential Balconies
1. Add Sentences 3.2.5.13.(9) and (10)
9) Except as permitted by Sentence 3.2.5.13.(10), all exterior balconies serving combustible residential buildings shall be provided with automatic sprinkler protection.
10) Automatic sprinkler protection may be omitted from an exterior balcony serving a combustible residential building provided:
a) the exterior balcony is not located below another balcony and there is no roof overhang less than 300 mm above the balcony floor area, or
