RECOMMENDATION
THAT Council approve 16 Project Grants totalling $47,400, as listed in Appendix A, source of funds to be the 2002 Cultural Grants budget.

COUNCIL POLICY
Council established the annual civic grants program in March 1978. City Council confirmed the criteria used in assessing Cultural Grant applications on Feb. 3, 1987, and approved the current Cultural Grant categories on Dec. 14, 1989.
On Nov. 22, 1994, Council approved a two-step grant approval process whereby undisputed staff recommendations are approved first, while applicants requesting reconsideration are given a second review and are presented to Council at a later date.
Approval of grant recommendations requires eight affirmative votes.
PURPOSE
This report presents staff recommendations on Project Grant requests received for the June 3, 2002 deadline.
BACKGROUND
On April 30, 2002, City Council approved the 2002 Operating Budget, including a Cultural Grants budget ceiling of $3,172,400. The budget for each of the five Cultural Grant categories, together with the current balance in each, is detailed in Table 1.

DISCUSSION
For the June 3rd Project Grant cycle, 25 grant requests totalling $126,500 were received. Staff are recommending 16 grants totalling $47,400, as detailed in Appendix A.
The recommendations are based on clearly articulated eligibility and evaluation criteria, including artistic interest, organizational competence, diversification of revenue sources, financial need, and community impact, as summarized in Appendix C.
In making their recommendations, staff have tried to assist some strong first-time applicants as well as organizations that have been contributing to the vitality of Vancouver's cultural life for a number of years. Support for diversity, innovation and community access continue to be important priorities in this grant category. Detailed information about applicants, theirprojects, and staff recommendations is presented in Appendix B, which consists of the front pages of the applications.
All applicants were informed of the recommendations in writing, and given a July 8th notification deadline for Requests for Reconsideration, with a July 15th deadline for receiving support information. No requests for reconsideration were received.
CONCLUSION
This is the last report on Project Grants for the year 2002. Reports on 2002/2003 Theatre Rental grants, the Diversity Initiatives program, and Arts Partners in Organizational Development will be presented to Council later in the year. Pending approval of the current recommendations, there will be no unallocated balance in the Operating and Project categories of the 2002 Cultural Grants budget.
