Proposal:

· To allow an increase of 23 225 m2 (250,000 sq. ft.) in residential floor area, which is proposed to be transferred from False Creek North Area 6A; Note: This is about 10 percent of the total residential floor area now permitted [92 600 m2 (996,764 sq. ft.) in Area 1A and 130 414 m2 (1,403,812 sq. ft.) in Area 1B]. The total number of dwelling units permitted, 1,023 and 1,243 respectively, would not change.

· to allow height increases to six of seventeen buildings, ranging from 2 storeys to 11 storeys; and

· to expand the marina on the waterfront south of the proposed George Wainborn Park, accommodating up to 34 berths and a 220 m2 (2,368 sq. ft.) floating marina service building.

Background

· Rezoning of 500 Pacific Street (Area 1B) from BCPED to CD-1 (#366) was approved at the Public Hearing of March 28 and April 2, 1996 and significant CD-1 amendments were subsequently approved at the Public Hearing of April 29, 1999.

· Rezoning of 600 Pacific Street (Area 1A) from BCPED to CD-1 (#399) was approved at Public Hearing on April 29, 1999.

Applicable Plans, Policies and Guidelines:

· False Creek North Policy Statement, approved in August 1988,
· False Creek North Official Development Plan, adopted April 10, 1990 and last amended July, 2001,
· View Protection Guidelines, amended up to December 11, 1990, and
· Bridgehead Guidelines, adopted on December 09, 1997.

Issues:

· Potential impacts of increased building heights and massing on views, sunlight access and privacy of future Beach Neighbourhood residents,

· potential view impacts of increased building heights for residents surrounding the site and on the south side of False Creek,

· potential impact of the scale of the proposed built form on the public realm including the public open space, waterfront walkways/bike routes and False Creek waterbody,

· potential impact of proposed marina expansion on public views from George Wainborn Park, and

· potential impact of proposed marina expansion on the character of the False Creek water body and the distribution of berths in False Creek.
