SUBJECT:	Award of Tender PS02012 Supply And Delivery of Conventional Crew Cab & Chassis

RECOMMENDATION

THAT Council accept the low bid meeting specifications and offering best value from Dams Ford Lincoln Sales Ltd. for Eleven (11) Ford F750 XL conventional crew cab chassis with ISB 205 hp engine and Fuller 6 speed FS5406A transmission, at a total cost of $604,796.50 plus the PST, the 7% GST (less any municipal rebate received) and the Provincial Environmental Levy, subject to a contract satisfactory to the Director of Legal Services, with the source of funds to be from the Truck and Equipment Plant Account.

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on March 27, 2002 and referred to the General Manager of Engineering Services and the Manager of Materials Management for report. The PST, the 7% GST (less any municipal rebate received) and the Provincial Environmental Levy are in addition to all pricing shown in this report. This tender was advertised in a local newspaper as well as on the internet.

This tender called for prices for eleven (11) conventional crew cab and chassis with various options to replace trucks that are beyond their economic lives.

Three bids were received with unit prices ranging from $54,981.50 to $81,341.00

Bid 1 from Dams Ford Lincoln Sales Ltd. meets specifications, is acceptable and recommended.

FINANCIAL IMPLICATIONS

The existing units are scheduled to be replaced in 2002 and are included in the 2001-2002 Replacement Program. The total replacement budget is $715,000. The total tender price of $604,796.50 is within the anticipated replacement budget. Funds for the purchase of these units are provided from the Truck and Equipment Plant Account.

CONCLUSION

Accordingly, we recommend acceptance of the low bid meeting specifications and offering best value from Dams Ford Lincoln Sales Ltd. for Eleven (11) Ford F750 conventional crew cab chassis at a total cost of $604,796.50 ($52,560 each, plus $620 each for air seats, plus $439 each for extra fuel tanks, plus $115 each for fender rods, plus $116 each for stationary grills, plus $400 each for two sets of manuals, plus $331.50 for one cd manual).
