SUBJECT:	Award of Tender No. PS01093 Supply and Delivery of Tree Trim Truck Bodies and Aerial Platforms

RECOMMENDATION

THAT Council accept the low bid meeting specifications and offering best value from Canadian Aerial Lift Co. Ltd. for five (5) Versalift Model VO255/VO260 Aerial Platforms and Arbortech Chip Bodies at a total cost of $387,332.33 plus the Provincial Sales Tax, the 7% Goods and Service Tax (less any municipal rebate received), subject to a contract satisfactory to the Director of Legal Services, with the source of funds to be from the Truck and Equipment Plant Account.

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies, and services that will give the highest values based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on March 25, 2002 and referred to the General Manager of Engineering Services and the Manager - Materials Management for report. The Provincial Sales Tax, the 7% Goods and Services Tax (less any municipal rebate received) are in addition to all pricing shown in this report. This tender was advertised in a local newspaper as well as on the internet.

This tender called for prices for five (5) tree trim truck bodies and aerial platforms to replace the five aerial platform trucks in the Park Board that are beyond their economic life. The five (5) chassis for the tree trim truck bodies were previously awarded on December 12, 2001 at a value of $270,380.

Four bids were received with unit base prices ranging from $75,735.24 to $77,850.00 as shown in the table below.

The low bid from Canadian Aerial Lift meets specifications, is acceptable and is recommended.

FINANCIAL IMPLICATIONS

The existing units are scheduled to be replaced in 2002 and are included in the 2001-2002 Replacement Program. The total replacement budget is $400,000. The total tender price of $387,332.33 is within the anticipated replacement budget. Funds for the purchase of these units are provided from the Truck and Equipment Plant Account.

CONCLUSION

Accordingly, we recommend acceptance of the low bid meeting specifications and offering best value from Canadian Aerial Lift Co. Ltd. at a total cost of $387,332.33 ($75,735.24 each plus $1,104.46 each for three optional VO-260 additional height packages, and $1,068.55 each for five optional 12 volt emergency operating systems).
