FROM:
Street Naming Committee
SUBJECT:
Change Public Street Name - Part of First Avenue to Point Grey Road
RECOMMENDATION
A. THAT a portion of First Avenue between Trutch Street and Balaclava Street be renamed as Point Grey Road.
B. THAT the Director of Legal Services be instructed to bring forward the appropriate amendments to the Street Name By-Law.
CITY MANAGER'S COMMENTS
The City Manager RECOMMENDS approval of A and B.
COUNCIL POLICY
Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the Archivist, City Surveyor, representatives of the Planning, Permits & Licensing, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.
PURPOSE
This report seeks Council approval for changing the name of the south side of the block between Trutch Street and Balaclava Street from First Avenue to Point Grey Road. (See attached plan.)
DISCUSSION
Between Trutch Street and Balaclava Street, First Avenue and Point Grey Road converge with the effect that addresses on the south side of the street are assigned to First Avenue while those facing them on the north side are given to Point Grey Road. Despite this, the residents on the south side of the street regard themselves as living on Point Grey Road and currently receive mail so addressed.
Separate names for the two sides of the same street create wholly unnecessary confusion. To reflect the reality of the situation as perceived by those who live there and for consistency in addressing, the Street Naming Committee recommends that Council change the name of the south side of the street to Point Grey Road.
