SUBJECT: Local Improvements by Petition - June 11, 2002
First and Second Step Report, including Sustainable Demonstration Projects
RECOMMENDATION
A. THAT petition projects listed in Appendix I be brought before a Court of Revision on June 11, 2002.
B. THAT the reports of the City Engineer and Director of Finance be adopted together with details of the Second Step Report as summarized in Appendix II. Source of funds for the total City's share of $934,984 is $3,044 from existing Engineering Department Basic Capital Accounts and $931,940 subject to approval of the 2002 Street Basic Capital Budget.
C. THAT sidewalk projects Numbered 26-27 inclusive, as described in Appendix I, be designated as "pedestrian collector routes" so that the abutting residential property owners' rates are reduced by the required 25%
D. THAT the Columbia/Cordova Street Lighting Beautification Project be advanced as a local improvement petition to a Court of Revision on June 11, 2002.
E. THAT Council instruct the Director of Legal Services to prepare the necessary By-laws for the above Beautification Project.
F. THAT Council authorize the advancement of the Crown Street Special Environmental Treatment Project as a local improvement petition to the Court of Revision on June 11, 2002, and that Council authorize an increase to the City's portion of funding above the rate for Local Residential Pavement and Curbs to cover additional costs for this demonstration project.
G. THAT Council instruct the Director of Legal Services to prepare the necessary By-laws for the above Special Project.
H. THAT Council authorize Local Improvement Staff to pursue other more sustainable street and lane improvement projects, as demonstration projects, acknowledging that the City's standard portion of funding may initially be increased.
COUNCIL POLICY
Policies governing the Local Improvement process are set out in the Vancouver Charter and Local Improvements Procedure by-law.
PURPOSE
A Court of Revision is scheduled for June 11, 2002, at 7:30 p.m. to review a number of petition and initiative projects. This is the "First and Second Step" report for the petition projects. The report for initiative projects was approved by Council on April 9, 2002. The purpose of this report is to begin the formal Local Improvement process by advancing the petition projects to the Court of Revision and to report on the financial arrangements for the projects. The report also requests authority for staff to pursue more sustainable street and lane improvement demonstration projects. Approval of this report does not commit Council to undertake the projects.

shown on the attached schedule (Appendix I) are advanced to Council by Petition for review at a Court of Revision which will be held at 7:30 p.m. Tuesday, June 11, 2002.
Demonstration Projects
1. Crown Street from S. W. Marine Drive to 48th Avenue
Engineering wishes to implement a street design similar to Seattle's "SEA Street" which features a strip pavement which meanders the length of the street. This design includes concrete bands along the edge of the strip pavement for support and limits the area of black pavement. Adjacent the concrete bands would be landscaped swales and drainage areas allowing surface runoff to percolate into the ground. Designated parking areas between these landscaped areas would be strategically located to accommodate local parking. This street treatment was well received in the Seattle area and is appropriate for this street as it is in the West Southlands area which restricts the introduction of concrete curbs.

2. Potential Country Lanes
Engineering has been in contact with owners and interested groups in an effort to proceed with one or more Country Lane projects. However, at this time there is insufficient support for any of these lane projects to proceed. Once a lane project obtains sufficient support, staff will report back to Council.
For this sustainable lane design, Engineering staff are proposing to use two narrow bands of concrete down the wheel paths for the length of the lane. The area between and beside the bands of concrete will have a structural component able to support vehicles, but still be able to be top-soiled and planted with grass. The grassed area would allow water to percolate into the ground and therefore would result in less storm sewer flows.

FINANCIAL IMPLICATIONS
Local Improvements
The cost of constructing the Local Improvement projects submitted in this report is estimated at $1,526,049. The City's share is $934,984 funded as follows:- $3,044 for the City's share of projects is available from existing Engineering Department Basic Capital Accounts as itemized in Appendix II
- $931,940 for the City's share is subject to the approval of the 2002 Streets Basic Capital Budget
Second Step
The Director of Finance reports as follows:
In accordance with the Local Improvements Procedure By-Law, I am submitting the attached City Engineer's Report. The estimated cost of these Local Improvement projects is $1,526,049. The Property owners share of these projects is $591,065. The City's share is $934,984. I have to report that the necessary financial arrangements can be made to carry out this work subject to approval of the 2002 Streets Basic Capital Budget.
Council should be aware that initially, the City's share for the sustainable demonstration projects has the potential to be as much as 50% higher than standard projects. Noting that the demonstration projects offer environmental benefits, Engineering suggests that the cost to the adjacent property owners remain at the standard rate and that the City pick up the premium. In the future, as the design and construction of these projects becomes more routine, it is expected that the costs would be reduced and that they may even rival the standard street and lane improvement costs.
