THAT Council approve the application by Four Brothers Entertainment Co., for a Class `E' Stadium/Concert Hall liquor license at The Centre in Vancouver for Performing Arts, 777 Homer Street, subject to:
The license matching the terms and conditions of the previous Class `E' liquor license (No. 168783), including, but not limited to, the hours of operation, seating capacity and licensed serving areas.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
There is no Council policy related to this application.
PURPOSE
Four Brothers Entertainment Co. is requesting a Council resolution endorsing their application for a Class `E' Stadium/Concert Hall at The Centre in Vancouver for Performing Arts, 777 Homer Street.
BACKGROUND
The applicants are now the owners of the former Ford Theatre, 777 Homer Street.
Council endorsed the original liquor license application in July 1995. Prior to the theatre closing in 1998, it was licensed by the Liquor Control and Licensing Branch as an `E' Stadium/Concert Hall. The applicants have been advised by the Liquor Control and Licensing Branch that they require a new resolution of Council specific to Four Brothers Entertainment Co., prior to a valid liquor license being issued.
The applicants intend to operate the licensed portion of the theatre exactly as it was in the past. Beverages will be available to patrons one-hour prior to a performance, during the intermission and within 30 minutes after the performance. The liquor license would cover hours of operation between 10:00 a.m. and 12:00 midnight
DISCUSSION
As this is an identical replacement liquor license, staff does not anticipate any enforcement issues surrounding the effective reinstatement of the previous liquor license.
RESULTS OF NOTIFICATION
As this is an identical replacement of the previous liquor license and there were no significant issues with the operation of the theatre, staff felt it was not necessary to conduct a neighbourhood notification.
COMMENTS
The Police Department, Development Services, Vancouver/Richmond Health Board, Social Planning and Housing Centre have no objections to this application.
CONCLUSION
Due to the types of events, restricted period of sales and early closing, there is no expectation of negative neighbourhood impacts and, therefore, staff recommends that this application for a Class `E' Stadium/Concert Hall be endorsed.
