SUBJECT:	FCM, UBCM, and LMMA Membership Fees: 2002-2003

CONSIDERATION

THAT grants to the following organizations for the 2002-2003 membership fees be approved, the source of funds being the 2002 Operating Budget:

(a) Federation of Canadian Municipalities $54,070.84
(b) Union of British Columbia Municipalities $37,186.13
(c) Lower Mainland Municipal Association $1,000.00.

CITY MANAGER'S COMMENTS

The City Manager submits the foregoing for CONSIDERATION.

COUNCIL POLICY

Section 206 (i) of the Vancouver charter provides that Council may, by resolution pass by not less than two-thirds of all its members, provide for the making of money grants to any association comprised of municipalities to which the Council deems it is in the interest of the City to belong, or assist.

Grants require eight affirmative votes.

BACKGROUND/DISCUSSION

The City Clerk seeks Council approval of grant monies for payment of FCM, UBCM and LMMA invoices to the City for 2002-2003 membership fees, as follows:

(a) FEDERATION OF CANADIAN MUNICIPALITIES

Membership Fee (April 1, 2002 to March 31, 2003) - $54,070.84

This represents an increase of $2,083.88 (4%) over last year. The additional cost is based on a population of 514008 @ 10.5 cents per capita and a base fee of $100.00.

(b) UNION OF BRITISH COLUMBIA MUNICIPALITIES

2002 Membership Fee - $37,186.13

This represents an increase of $334.93 (1% over last year). UBCM dues are calculated using the population estimates (December, 2000 release) of BC STATS, the central statistical agency of the Province of BC.

(c) LOWER MAINLAND MUNICIPAL ASSOCIATION

2002 - 2003 Membership Fees (August, 2002 - July 31, 2003) - $1,000.00

There is no increase in LMMA fees anticipated for the 2002-2003 term. The LMMA is the largest area association in the province, and is one of five associates working closely with the UBCM to service local government.
