ON TRANSPORTATION AND TRAFFICJANUARY 15, 2002
A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, January 15, 2002, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

RECOMMENDATION
1. Warning to Prospective Purchasers of 5726 Rhodes Street (File 2701)
The Committee had before an Administrative Report dated December 19, 2001, in which the City Building Inspector recommended a 336D Notice be filed against the title to the property at 5726 Rhodes Street in order to warn prospective purchasers of by-law violations related to this property. It was also recommended the Director of Legal Services be authorized to commence legal action, at her discretion. The General Manager of Community Services recommended approval of the foregoing.
Peter Sweeney, Manager, Building Inspection, introduced Sy Jung, Property Use Inspector, and reviewed the report. Mr. Sweeney noted the property has recently been sold and staff have discussed this matter with the new owners who have given no indication as to their intent to bring the premises into compliance with City by-laws.

THAT the Committee recommend to CouncilA. THAT the City Clerk be directed to file a 336D Notice against the title to the property at 5726 Rhodes Street (Amended Lot 22 (see 366184L) of B, Block 2, District Lot 50, Plan 2509) in order to warn prospective purchasers that there are contraventions of the Electrical, Zoning and Development and Vancouver Building By-laws related to this building.
B. THAT the Director of Legal Services is hereby authorized, in her discretion, to commence a legal action or proceeding in relation to the premises located at 5726 Rhodes Street and may, in her discretion, seek injunctive relief in that action or proceeding, in order to bring this building into compliance with City By-laws.

2. Georgia Street Signal Upgrades - Causeway to Nicola Street (File 5761)
The Committee had before it an Administrative Report dated November 30, 2001, in which the General Manager of Engineering Services sought Council's approval to upgrade traffic signals, overhead lane controls and signage on Georgia Street, between Chilco and Nicola Streets, to bring them up to current standards as well as install a pedestrian/cyclist signal at the Georgia/Nicola intersection.
Jim Hall, Neighbourhood Transportation Engineer, introduced Patrick Ryan, Traffic Management, and with the aid of a diagram, provided an overview of the report. Mr. Hall, together with Dave Rudberg, General Manager of Engineering Services, Ian Adam, Assistant City Engineer, Transportation, and Forrest Klotzbach, Streets Design, responded to questions regarding the estimated time frame for the upgrades, construction signage and traffic calming strategies.

THAT the Committee recommend to Council
A. THAT the $400,000 cost of the Georgia Street lane-signals and traffic-signal upgrades be funded with $240,000 from Streets Basic Capital Unappropriated Account No. 30000160 - Arterial/Transit Improvements, $45,000 from the 2001 Basic Capital Traffic Signals A3, and $115,000 from Streets Basic Capital account #30003215 - Grandview/Skeena.
B. THAT a pedestrian/cyclist signal be installed at the Georgia/Nicola intersection at a cost of $75,000 with funding from the 2001 Basic Capital Traffic Signals A3.

C. THAT staff report back on a traffic calming strategy for the streets in the Coal Harbour neighbourhood.

3. Georgia Street Public Realm - Street Lighting Improvements (File 5761)
The Committee had before it an Administrative Report dated January 10, 2002, in which the Director of Current Planning and the General Manager of Engineering Services sought Council's approval for street lighting improvements on West Georgia Street between Chilco and Cardero Streets in order to enhance the public realm on this ceremonial gateway street. The General Manager of Community Services also recommended approval of the foregoing.
Rob Jenkins, Assistant Director, Current Planning, provided an overview of the report and, along with Don Brynildsen, Assistant City Engineer, Streets, and Lance Berelowitz, Consultant, Urban Forum Associates, responded to questions concerning the absence of pedestrian lighting in this project, the proposed street lighting improvements, and possible anti-graffiti measures. Judy Rogers, City Manager, Dave Rudberg, General Manager of Engineering Services, and Ian Adam, Assistant City Engineer, Transportation, also responded to questions concerning pedestrian lighting.
Robert Buller, Vancouver City Planning Commission, spoke in favour of the recommendations and advised the public realm is a major theme for the Commission.

THAT the Committee recommend to CouncilA. THAT Council approve the street lighting improvements, as presented in Appendix A of the Administrative Report dated January 10, 2002, entitled "West Georgia Street Public Realm - Street Lighting Improvements", for West Georgia Street between Chilco Street and Cardero Street in order to enhance the public realm on this ceremonial gateway street.
B. THAT Council approve the allocation of $250,000 from Streets Basic Capital Account No. 10000131-Beautification, towards completion of the proposed street lighting improvements.

The Committee agreed to vary the Agenda in order to consider the following item.
4. Building Lines Review (File 5560)
Dave Rudberg, General Manager of Engineering Services, with the aid of a diagram, provided an update on the status of the Building Lines Review process, and sought Council's direction as to whether this matter should be referred to Public Hearing now, or whether additional studies need to be carried out by staff. Following discussion Council agreed that more study was required prior to this matter being referred to Public Hearing.
