SUBJECT: Other Grants to BC SPCA - Vancouver Regional Branch

At the December 6, 2001, City Budgets and Services Committee meeting, Council had deferred the decision on whether to provide a grant of $27,887 to the BC SPCA - Vancouver Regional Branch to the December 11, 2001, Council meeting. Council had indicated a desire to place some conditions on the grant to the SPCA.

Staff would like to provide for Council's CONSIDERATION the following conditions for the grant to the SPCA.

THAT a grant of $27,887 be approved to the BC SPCA - Vancouver Regional Branch; source of funds to be the 2001 `OTHER' Grants budget, subject to the following conditions:

1. That the SPCA Strategic Plan, to be rolled out in 2002, include an action plan to address animal issues in the Vancouver area;
2. That an action plan be developed in partnership with the City's Animal Control Branch and approved by the Director of Licenses and Inspections;
3. That the grant be used to take greater enforcement action in instances involving cruelty to animals in Vancouver; and
4. That financial statements be provided to the City confirming the use of the grant.
