Dear Chair & Members:

RE: Report to Transportation & Traffic Committee entitled "Small Motorized Vehicles"

The Vancouver Bicycle Advisory Committee, at its meeting on November 21, 2001, passed the following Resolution:

WHEREAS the staff recommendation that in-line skate operators be required to be equipped with safety gear would be virtually impossible to police; and

WHEREAS there are no standards defining such safety gear; and

WHEREAS in-line skate regulations in other jurisdictions require the use of helmets and reflective lighting only; therefore be it resolved

THAT the Vancouver Bicycle Advisory Committee, while encouraging the use of safety equipment such as knee pads and brakes, recommends that regulations in regard to in-line skate operators be consistent with bicycle operator regulations and regulations in other jurisdictions, requiring the use of helmets and reflective lighting only.
