A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday, December 6, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES

The Minutes of the Standing Committee on City Services and Budgets meeting of November 8, 2001, were adopted.

RECOMMENDATION

1. 2001 Childcare Grants Allocation - Report 2 of 4 (File 2402)

On November 6, 2001, Council passed a motion to hear delegations regarding the 2001 Civic Childcare Grants Program at an appropriate committee. Accordingly, the Committee had before it the Administrative Report dated June 28, 2001, in which the General Manager of Community Services makes recommendations for the Childcare Program Enhancement and Inner-city Childcare Sustaining categories.

Council also had before it a letter dated November 28, 2001 from Boat Daycare Society, in which they withdrew their appeal of the 2001 City Enhancement Grant approved by Council on July 10, 2001.

Carol Ann Young, Childcare Coordinator, responded to questions regarding breakfast and lunch programs, and noted these are being reviewed by nutritionists.

THAT the Committee recommend to Council

A. THAT Council approve 21 Childcare Program Enhancement Grants totalling $110,700 as listed in Appendix I of the Administrative Report dated June 28, 2001 entitled "2001 Childcare Grants Allocation - Report 2 of 4", with conditions as noted; source of funds: 2001 Childcare Grants Funds, 2001 Operating Budget;

B. THAT Council approve 26 Inner-city Childcare Sustaining Grants totalling $233,517 as listed in Appendix I of the Administrative Report dated June 28, 2001 entitled "2001 Childcare Grants Allocation - Report 2 of 4", with conditions as noted; source of funds: 2001 Childcare Grants Funds, 2001 Operating Budget.

2. 2001 Partners in Organizational Development Grant Allocation (File 2151)

The Committee had before it an Administrative Report dated November 22, 2001, in which the Director of Social Planning recommended approval of the City's contribution to the Partners in Organizational Development (POD) program for community agencies in Vancouver. The General Manager of Community Services recommended approval.

Coralys Cuthbert, Social Planner, responded to questions, explained the rationale for grant eligibility, and acknowledged a Councillor's request that in future additional reasons for organizations not being recommended and/or considered ineligible for POD grants be included in the report.

THAT the Committee recommend to Council

THAT Council approve a Partners in Organizational Development grant of $20,000 to the United Way of the Lower Mainland for subsequent distribution to community services organizations in the amounts listed in Appendix A of the Administrative Report dated November 22, 2001 entitled "2001 Partners in Organizational Development Grant Allocation", source of funds to be the 2001 Community Services grants budget.

3. 2001 `Other' Grants Requests (File 2201)

The Committee had before it an Administrative Report dated November 19, 2001, in which the General Manager Corporate Services/Director of Finance presented requests for funding under the `Other' and Cultural Grant categories, including annual recurring, miscellaneous and theatre rent grants.

Annette Klein, Manager of Budgets and Laura Lintunen, Assistant Manager, Budgets Office, were available to respond to questions.

Sean Eccles, Manager of Field Operations, SPCA, and Lorie Chortyk, Director of Communications, SPCA, urged Council to approve the SPCA grant. Comments and answers to Councillors' questions included:

· the grant has historically been provided to assist in dealing with cats in Vancouver, since the City's animal control facility does not;
· volunteer recruitment and training have been identified as priority items for review by the SPCA;
· clarification was provided that animals cannot be taken away without strong evidence, and unless a case is categorized as "critical distress" constables cannot enter a property without a search warrant;
· a lot of work by the SPCA has been done around the issue of emotional and psychological animal neglect;
· the Society has been restructured so that all decisions are reported to the head office;
· SPCA constables are accountable to the Vancouver Police Services Branch, any enforcement issues or complaints can be directed to them;
· confirmation was provided that cruelty to animals is already a criminal offense in Canada and that imminent passage of Bill C-15 may include increased fines and penalties.

THAT the Committee recommend to Council

A. THAT a grant of $ 48,504 to the Vancouver City Planning Commission be approved; source of funds to be the 2001 `OTHER' Grants Budget.

B. THAT a grant of $100,000 to the Vancouver Symphony Society to offset the rent payable under the lease with Civic Theatres for the period of January 1, 2001 to December 31, 2001 be approved; source of funds to be the 2001 Cultural Grant - Theatre Rent budget.

C. THAT a grant of $3,500 (2000 funding level) be approved to the Chinese Benevolent Association of Vancouver; source of funds to be 2001 `OTHER' Grants budget.
