A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, December 4, 2001, at 2:00 p.m., in the Council Chamber, Third Floor, City Hall.

The Mayor introduced Syd Baxter who is the new City Clerk. He welcomed Mr. Baxter to the City of Vancouver and noted he has been the City Clerk for the City of Toronto and recently was Secretary/Treasurer for the Delta School Board.

5. Joint Facility: Eastside Family Place/Britannia: Report #2 Lease Terms

A. THAT Council approve a licence to the Societies jointly under which they can enter the land and build the building;

THAT Council approve a ten-year lease of the Williams Street site of the new Eastside Family Place/Britannia building to Eastside Family Place Society and the Britannia Community Services Centre Society jointly to operate the new centre constructed by them upon the terms of the Administrative Report, dated November 20, 2001, entitled "Joint Facility: Eastside Family Place/Britannia: Report #2 Lease Terms";
C. THAT no rights or obligations hereby arise or take effect under the licence or the lease until each is signed by all parties;
D. THAT Council authorize the allocation of $15,000 to the City-owned Childcare Facilities Maintenance budget for maintenance services, without offset commencing 2003 upon expiry of the building warranty;
E. THAT Council advise the Director of Planning that it would favour approval of a Minor Amendment under Development Application Number DE405367, to amend the existing form of development on the CD-1 zoned site known as Britannia Community Centre-1001-1110 Cotton Drive (1655 William Street being the application address) by allowing minor landscaping changes to the south portion of the Community Centre site to facilitate new playground space for Eastside Family Place.

1. Water Metering (File: 1755)
At the Council meeting of November 20, 2001, Councillor Bass submitted the following Notice of Motion which was recognized by the Chair:

WHEREAS under the current flat rate for water, the average daily consumption of water in Vancouver is among the highest in Canada;
AND WHEREAS in Victoria, with universal water metering in place, and in Surrey which requires water meters for new developments; consumption is lower than that of Vancouver;
AND WHEREAS with water metering residential users can realize substantial savings per household;
AND WHEREAS with construction of a filtration plant for the Seymour/Capilanowatersheds, GVRD bulk water rates to member municipalities will increase significantly;
THEREFORE BE IT RESOLVED THAT Council direct staff to report on the implications for Vancouver water users of introducing a universal system of water metering.

2. November 2002 Plebiscite on Car Pollution Fee (File: 3752)
At the Council Meeting of November 20, 2001, Councillor Bass submitted the following Notice of Motion which was recognized by the Chair:

WHEREAS it has been the policy of TransLink and thus of City Council to implement an annual fee charged to all GVRD car owners-a car pollution fee;
AND WHEREAS the Provincial Government has stated that it will only implement a car pollution fee if it is passed by plebiscite;
AND WHEREAS our transportation is desperately in need of stable long-term funding;
AND WHEREAS in 1993, the GVRD estimated that the subsidy to the car amounted to 2.7 billion dollars, while the subsidy to transit was 0.4 billion dollars;
AND WHEREAS the number of cars has increased steadily since 1993, though it is a major goal of the GVRD's Livable Region Strategy to increase use of transit and decrease use of the single occupant vehicles;
THEREFORE BE IT RESOLVED THAT Vancouver City Council request the provincial government to conduct a plebiscite on the car pollution fee at the time of the next municipal election, November 16, 2002.

(a) assemble a land inventory that offers the best possible opportunity to preserve and where possible increase the real value of the City's assets; and
(b) to support the City's public objectives;
AND WHEREAS, public land owned by a public board may provide the potential of other uses by another public board within the City of Vancouver;
THEREFORE BE IT RESOLVED THAT, Vancouver City Council review and summarize for the public the City's policies regarding the sale of any public lands within Vancouver.

AND WHEREAS, many citizens are unable to attend weekday council meetings, denying them an opportunity to take active part in civic government;

1) holding monthly council meetings at public venues throughout the city; and
2) holding regular council meetings on weekday evenings.

5. Federal Government Budget (File: 1263)

WHEREAS, the federal government is producing a budget on December 10;
AND WHEREAS, all levels of government posted a consolidated surplus of $25.7 billion last year and the federal finance department announced in September that the cumulative budgetary surplus was $13.6 billion year-to-date;
AND WHEREAS, nearly 90 per cent of Canadians live in urban centres;
AND WHEREAS, the federal government cut almost $2 billion from federal housing spending from 1984 to 1993, resulting in the end of all federal funding of new social housing in 1993;
AND WHEREAS, more than a quarter million Canadians, including tens of thousands of infants and children, will experience homelessness this year;
AND WHEREAS, the federal government takes over $300 million dollars annually in gas tax from Lower Mainland vehicle users;
AND WHEREAS, Canada is the only G7 country that doesn't have a federal public transit infrastructure program;
AND WHEREAS, the Lower Mainland has been recognized as having the second worst air quality in Canada, causing environmental and health damage;
AND WHEREAS, the southern pods of Orca whales in Georgia Strait have been elevated to the most endangered species status;
AND WHEREAS, the Greater Vancouver Regional District (GVRD) failed seven out of eight Environment Canada toxicity tests at Lionsgate and Iona treatment plants between May, 2001 and October, 2001;
AND WHEREAS, the GVRD dumps over three billion litres of untreated sewage into Burrard Inlet, False Creek and the North Arm of the Fraser River each year;
THEREFORE BE IT RESOLVED, that Vancouver City Council take a regionalleadership role and write a letter to the federal government requesting federal resources be committed in this budget to:
(a) improving public transit and creating a national public transit infrastructure program;
(b) building new social housing and restoring a national housing program; and
(c) upgrading the Iona and Lionsgate secondary treatment plants and accelerating the conversion of the combined sewer outfalls.

6. Goodwill toward Vancouver's Homeless Street Youth Over the Holiday Season

WHEREAS, so far in 2001, Covenant House Crisis Shelter for youth has provided services for more than 1,300 youth who find themselves homeless and in crisis on the streets of Downtown Vancouver;
AND WHEREAS, Covenant House street workers note that this year has seen an increase over the previous five years when from 500 to 1,000 youth were in need of services;
AND WHEREAS, with the provincial government reducing services t o youth over the age of 17 years old, even more youth could be forced on the streets of Downtown Vancouver;
AND WHEREAS, since the provincial government lowered the minimum wage to $6 per hour on November 15, 2001 disenfranchised and homeless youth are more likely to engage in street-squeegee, panhandling and other activities;
THEREFORE BE IT RESOLVED, that Council advise Minister for Children and Family Development Gordon Hogg of the serious and troubling implications of provincial government policies regarding homeless youth in Vancouver;
AND BE IT FURTHER RESOLVED; that Council ask the Parks Board to immediately eliminate Community Centre and other facility user fees for homeless street youth sothey too may enjoy a measure of warmth, safety, comfort and goodwill over the Holiday Season.

2. Vancouver Maritime Museum Fundraising Campaign (File: 4002)
Councillor McCormick reported on a fundraising event she attended at the Vancouver Maritime Museum for the preservation of the St. Roch. One of the fundraisers is a recently published book for elementary school students entitled "Travels with the St. Roch". The book is available at the Museum and various local bookstores.
3. Drug Treatment Court of Vancouver (File: 4113)
Councillor Kennedy advised of a press release she had just received announcing Canada's newest Drug Treatment Court which opened on December 4 in Vancouver. The Court, a pilot project, aims to reduce the number of crimes committed to support a drug dependence by reducing drug addiction through treatment services. The Court is the second one in Canada; the first one opened in Toronto.
4. Ground Zero, New York (File: 3601)
Councillor Kennedy reported on her visit to New York and the Ground Zero site during the Canada Loves New York weekend. She has pictures of the site which she will give to City staff. She also advised the police services have raised $200,000 for the families of police members, who were lost on September 11. The Mayor noted City of Vancouver firefightershave raised over $700,000.
5. Mental Health Courts (File: 4101)
Councillor Clarke advised approximately 70 people from various agencies and ministries will be meeting on December 12 in Vancouver to discuss how to implement a Mental Health Court for Vancouver, similar to the Mental Health Courts established in Seattle. She will keep Council apprised of the discussions.
6. International Volunteer Day (File: 1051)
Councillor Clarke acknowledged International Volunteer Day on December 5 and the many volunteers who do so much in the community for various charities and organizations.
