RECOMMENDATION
A. THAT the projects "by petition" in Court #604 be approved.
B. THAT projects by "Initiative Principle" in Court #605 be approved except for the defeated items and Special Items #4, #10, #19 and #23 as explained in this report.
COUNCIL POLICY
Policies governing the Local Improvement process are set out in the Vancouver Charter and Local Improvements Procedure by-law.
PURPOSE
Projects by Petition and on the Initiative Principle have been advanced under the provisions of the Local Improvements Procedure By-law and will come before a Court of Revision on December 4, 2001.

71st Avenue from Manitoba Street to the lane east of Manitoba StreetThe single owner of property adjacent the entire north side of the street is opposed to this project because of financial hardship. Since they are responsible for a majority of the cost and our intention is not to cause hardship, we recommend this project not proceed.

19th Avenue from St. Catherines Street to Windsor StreetObjections for the above project have more than met the minimum required for defeat, (6 out of 8) but the assessed value represented by these objections have not met the required 50% of total assessed value. Due to the majority of property owners objecting, we recommend this project not proceed

This project is being WITHDRAWN at this time because one owner was inadvertently omitted from the list of affected owners. As a result the owner was not initially aware of the City Initiative nor given adequate time for consideration as outlined in the Vancouver Charter.Court #605, Item #23, Speed Humps
Lane south of 12th Avenue from the lane east of Commercial Drive to the lane west of Victoria Drive and the lane west of Victoria Drive from 12th Avenue to 13th AvenueThis project coincides with a lane paving project also being proposed (605/015). There was concern that if the lane was paved that speeding would occur. However, the complainant has reconsidered after discussing the matter further with neighbours. Although they recognize the potential for speeding once the lane is paved they felt it would be prudent to wait and see if there is actually a problem. Therefore this project is being WITHDRAWN at this time.
Capital Funds
Funds for the City's share of the projects are available from existing Engineering Department Basic Capital Accounts or are subject to approval of the 2002 Streets Basic Capital Budget
