The Supply of Delivery of Walk-in Vans

 

RECOMMENDATION

COUNCIL POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on September 5, 2001 and referred to the General Manager of Engineering Services, and the Manager - Material Management for report. The 7% GST (less any municipal rebate received), the PST and the Provincial Environmental Levy are in addition to all pricing shown in this report. Funds are provided from the Truck Plant Account. This tender was advertised in local newspapers and the internet.

This tender requested prices for eight (8) walk-in vans with various options. Eight (8) units are requested at this time.

Five bids were received from three suppliers with individual base unit prices ranging from$49,869 to $66,368.

Bid 1 from Carter GM does not meet the minimum GVWR of 16,000 lbs as listed in the specifications. Carter GM only offers a 14,100 lbs GVWR which is not sufficient to carry the required, standard issue of onboard equipment. It is not acceptable and not recommended.

Bid 2 from Gold Key Pontiac Buick meets specifications and is acceptable. It is recommended.

FINANCIAL IMPLICATIONS

The eight units are scheduled for replacement in the 2001 replacement program. The units have reached the end of their planned lives. The estimated replacement cost was $640,000. Funding is provided from the Plant Account.

CONCLUSION

Accordingly, we recommend acceptance of Bid 2 from Gold Key Pontiac Buick for eight (8) Workhorse/Grumman Olson model WP31442 walk-in-vans, at total cost of $483,502 ($54,974 each plus $5,415 for bid options as well as $390 for two sets of body and chassis manuals).
