A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, October 30, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of July 31, 2001, were adopted.
RECOMMENDATION
1. Corner Bulges for School Crosswalks, 2001 Program (File 5757)
The Committee had before it an Administrative Report dated October 5, 2001, in which theGeneral Manager of Engineering Services sought Council's approval to construct pedestrian corner bulges at five existing school crosswalks in the year 2001.
Peter Stary, Neighbourhood Transportation Engineer, briefly reviewed the report and responded to a question regarding the locations identified for corner bulges in this report.
MOVED by Councillor Bass
THAT the Committee recommend to CouncilTHAT Council approve the construction of corner bulges at the existing school crosswalks on Clarendon Street at 37th Avenue, on Earles Street at Euclid Avenue, on Earles Street at Horley Street, on 16th Avenue at Manitoba Street, and on 33rd Avenue at St. Catherines Street, and that funding of $125,000 be allocated from Streets Basic Capital Unappropriated Account 30003091 - Local Area Traffic Plans and Other Improvements.

2. Traffic Circle at East 13th Avenue and Lakewood Drive (File 5757)
The Committee had before it an Administrative Report dated October 16, 2001, in which the General Manager of Engineering Services sought Council's approval for the installation of a traffic circle at the intersection of East 13th Avenue and Lakewood Drive as part of the local improvement works currently underway at this location.
Melina Scholefield, Neighbourhood Transportation, with the aid of diagrams, reviewed the report and, together with Jim Hall, Neighbourhood Transportation Engineer, responded to questions regarding public consultation and bike route signage.
MOVED by Councillor McCormick
THAT the Committee recommend to Council
A. THAT the installation of a traffic circle at East 13th Avenue and Lakewood Drive be approved as detailed in the Administrative Report dated October 16, 2001, entitled "Traffic Circle at East 13th Avenue and Lakewood Drive" with $6,500 funding provided from Order Number 10001044, Streets Operations.
B. THAT the 2002 Operations budget be increased by $200, without offset and subject to budget review, to account for the additional cost of road cleaning and signage.

3. Traffic Circles at Garden Drive and 10th and 11th Avenues (File 5757)
The Committee had before it an Administrative Report dated September 12, 2001, in which the General Manager of Engineering Services recommended Council's approval of traffic circles on Garden Drive at 10th and 11th Avenues.
Wayne Pledger, Strategic Transportation Planning Engineer, reviewed the report and, together with Dave Rudberg, General Manager of Engineering Services, and Catherine Sinasac, Planner, responded to questions regarding the percentage of traffic circles adopted by Council to date as well as maintenance.
MOVED by Councillor Louis
THAT the Committee recommend to CouncilTHAT Council approve the construction of traffic circles at Garden Drive and 10th and 11th Avenues with funds of $30,000 available in Streets Basic Capital Unappropriated Order Group SCA5A - UNAP.

4. Transport Canada's Urban Transportation Showcase Program (File 5551)
The Committee had before it an Administrative Report dated October 16, 2001, in which the General Manager of Engineering Services provided Council with information on a preliminary submission, that has been prepared by Engineering Services, to Transport Canada on their Urban Transportation Showcase Program.
Don Klimchuk, Transportation Monitoring Engineer, reviewed the report and, together with Dave Rudberg, General Manager of Engineering Services, and Ian Adam, Assistant City Engineer, responded to questions regarding the components chosen for the program, public consultation and reduction of greenhouse gases.

THAT the Committee recommend to CouncilTHAT City Council receive the Administrative Report dated October 16, 2001, entitled "Transport Canada's Urban Transportation Showcase Program" for information.

AMENDMENT moved by Councillor Louis
THAT the following be added to the foregoing motion:FURTHER THAT staff include in the preliminary submission, prepared by Engineering Services, to Transport Canada on the Urban Transportation Showcase Program provisions necessary to increase use of water transportation between north and south False Creek that, in the opinion of staff, will reduce greenhouse gases.
