City Buildings Graffiti Removal Contract Award
RECOMMENDATION
A. THAT Council authorize the General Managers of Engineering Services and Corporate Services to enter into a contract with Goodbye Graffiti Inc. in the amount of $16,770 (plus applicable taxes) for the removal of graffiti from City buildings, as listed in Appendix "A," for six months with an option for a one year extension, said contract to be to the satisfaction of the Director of Legal Services. Funding to be provided from Contingency Reserve.
PURPOSE
This report recommends the award of contract services for the removal of graffiti from public buildings on a six-month trial basis.
BACKGROUND
On July 26, 2001, Council directed staff to "report back in September on the award of contract services for graffiti removal from public buildings following an analysis of the implications on the existing graffiti removal processes in all Departments."
The following discusses the approach staff is recommending for improving the response time and better scheduling of graffiti removal in a manner necessary for the City to demonstrate its commitment to the graffiti program.
DISCUSSIONThere are six boards/departments in the City (not including Parks) managing buildings and who are responsible for the removal of graffiti.
A review undertaken over the past month identified a very basic graffiti response from building managers. Graffiti is typically identified by complaint or as part of routine building assessments. Once identified, maintenance staff is assigned to clean it as part of their ongoing duties or, for some special circumstances, contractors are hired.
Staff believe that, in order to meet Council's expectations, the current process needs to be modified and an alternate contract model instituted on a trial basis. The new model would have staff specifically assigned to the program to oversee a contractor responsible for graffiti removal to meet City standards. This function will be managed by the Manager of Building Management Division of Corporate Services.
In developing this report, a list of City buildings has been prepared in consultation with staff in each of the six boards/departments mentioned above. The buildings on this list (attached as Appendix A) will all be included in a single graffiti removal contract.
In July, a Request For Proposals (RFP) was issued for graffiti removal and as reported to Council previously, six proposals were received. Of these, two were non compliant and could not meet the insurance requirements. The remaining responses were evaluated. Of these four proposals, one did not include a bid price for a six month service period, did not include all the works requested and was the highest priced submission, and so it was no longer considered. One firm submitted the requested proposal and two alternatives. A team consisting of the Director of Real Estate Services, the Manager of Material ServicesManagement and the Assistant City Engineer, Streets evaluated the proposals using a weighted scoring method. In addition to cost, consideration was given to the firm's experience, methodologies and materials used, staff qualifications, available equipment and quality control.
Based on the review of submissions, Goodbye Graffiti Inc. submitted the best overall proposal. (This refers to removal only. Does it include repairs such as touch up paint etc?) The Contract is for full-service graffiti removal, including paint/solvent or similar supplies for graffiti removal. However, it does not include repairs such as touch up paint. It is recommended that initially a six month contract be awarded in order to assess the new model and ensure that expectations are being met. The list of buildings in Appendix A differs slightly from the list of buildings which was included in the RFP. Staff have discussed this change in scope with Goodbye Graffiti Inc., which has agreed to maintain the same quotedprice of $2,795 per month, plus taxes. The contract will include an option to extend for one year at the same price, however, the results of the first six months will be reported back along with any contract extension recommendation.
FINANCIAL IMPLICATIONSThe contract cost for graffiti removal from public buildings is $2,795 per month, plus taxes. For a six month contract, the total cost would be $16,770 plus taxes. This contract does not include remedial work, if necessary, after the graffiti is removed. As previously noted, there is no existing source of funds for this work or staff specifically dedicated for this work. Therefore, it is recommended that the funding in the amount of $16,770 plus taxes be made available from Contingency Reserve.
PERSONNEL IMPLICATIONS
There are no personnel implications with this proposal.
CONCLUSION
The graffiti problem in the City is worsening. The cleaning of graffiti from City facilities and amenities on public property (streets) was recently contracted out and improvements are being observed. However, public buildings are not being cleaned to a level to meet Council expectations. In order to improve graffiti removal from City buildings, staff recommend hiring a contractor with the appropriate experience to address the problem at a higher level than was done in the past. The proposal by Goodbye Graffiti Inc. should improve the City's response to graffiti on City buildings and is expected to meet Council's objectives.
