COUNCIL POLICY

Council uses the Street Name By-Law, No. 4054, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the City Surveyor, representatives of the Planning, Legal Services, Permits & Licenses, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.

PURPOSE

This report seeks Council approval for naming a new public street in the Champlain Mall Redevelopment as Mont Royal Square, subject to satisfactory registration of the subdivision plans dedicating as road the subject street in the Land Title Office. (See attached plan - onfile in City Clerk's Office.)

DISCUSSION

The plans for the Champlain Mall Redevelopment call for one public street and six private streets. In reviewing the proposal, the Street Naming Committee noted that the name, Champlain, is one of long and strong attachment for this portion of Vancouver. To preserve and enhance the attachment, the Committee concluded that all street names within the Redevelopment should relate to the life and activities of Samuel de Champlain (1567-1635), explorer of New France and founder of Quebec. The private street names selected by the SNC, Algonquin Mews, Brulé Mews, Clermont Mews, Couillard Mews, Huron Mews and Perrot Mews are all those of contemporaries and allies of Champlain. The public street name recommended by the Committee, Mont Royal Square, is named in honour of the trading post established by him in 1611.
