Supply and Delivery of Telescoping Boom Excavator

 

RECOMMENDATION

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies, and services that will give the highest value based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on August 15, 2001 and referred to the General Manager of Engineering Services and the Manager of Materials Management for report.

The PST, the 7% GST (less any municipal rebate received) and any Provincial Environmental Levys are in addition to the pricing shown in this report.

Funds for this purchase are provided from the Truck and Equipment Plant account.

This tender called for quotations for one (1) Telescoping Boom Excavator with the optionof trade-in of an existing City unit. This unit is required to replace a unit which is beyond its economic life.

This tender was advertised in a local newspaper as well as on the internet.

Five bids were received from four suppliers. One supplier did not meet the tender submission requirements, and therefore being non-complaint, was not given further consideration. Unit prices on the remaining four bids range from $312,480 to $405,696.

Accordingly, we recommend acceptance of the low bid meeting specifications from Western Power Equipment for one (1) - 2001 XL Gradall 4100 at a total cost of $389,995 less $29,450 for trade-in of one City unit.
