New Public Street Names - Earl Finning Way and Foley Street
RECOMMENDATION
A. THAT a new public street running eastwards from Fraser Street, lying to the north of and parallel to Great Northern Way be named Earl Finning Way, subject to satisfactory registration of the subdivision plans dedicating as road the subject street in the Land Title Office.
B. THAT a new public running northwards from Great Northern Way to Earl Finning Way be named Foley Street, subject to satisfactory registration of the subdivision plans dedicating as road the subject street in the Land Title Office.
C. THAT the Director of Legal Services be instructed to bring forward the appropriate amendments to the Street Name By-Law.

The City Manager RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Council uses the Street Name By-Law, No. 4054, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the City Surveyor, representatives of the Planning, Legal Services, Permits & Licenses, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.
PURPOSE
This report seeks Council approval to name two proposed new public streets, Earl Finnning Way and Foley Street, subject to satisfactory registration of the subdivision plans dedicating as road the subject streets in the Land Title Office. (See attached plan - on file in City Clerk's Office.)
DISCUSSION
In reviewing proposed street names for the former Finning Lands in False Creek Flats, the Street Naming Committee concluded that the industrial heritage of the neighbourhood should be remembered. Earl Finning (d. 1965) was unquestionably a major element in the City's industrial history and his name is closely associated with this area of Vancouver. The appropriateness of using his name was discussed at length by the SNC. It was the consensus of the Committee that use of the Finning name, alone, would be inconsistent with the long-standing policy of not reflecting contemporary commercial interests in the City's street names, but that the full name in Earl Finning Way provides an acceptable degree of differentiation from currently existing companies.
With regard to the new public street arising from Great Northern Way, the Street Naming Committee concluded that the City's history as a rail terminus is an appropriate basis for its naming. The Committee recommends that the four Foley brothers, John, Michael, Timothy and Thomas, important contractors in the early development of Vancouver as a rail centre be jointly remembered by the name, Foley Street.
