A Special Meeting of the Council of the City of Vancouver was held on Thursday, October 2, 2001, at 7:30 p.m., in the Council Chamber, Third Floor, City Hall.

THAT this Council resolve itself into a Court of Revision for the purpose of hearing complaints against the proposed assessments or the accuracy of frontage measurements, or any other complaint which persons interested may desire to make and which is by law cognizable by the Court, Mayor Owen in the Chair.

Pavement, Curbs, Trees & Bulges - Higher Zoned
Pavement, Curbs, Trees & Bulges - Local ResidentialBefore Council was a report from the Collector of Taxes dated September 11, 2001, with respect to Local Improvement Court of Revision Number 603. Also before Council was a Late Objection Report dated October 2, 2001, advising one late objection to project number 603/3 has been received.
COURT NO. 603 - PROJECTS BY INITIATIVE
The report from the Collector of Taxes certified that Project 1 was not objected to by at least more than one half (1/2) the owners of the properties who represent at least more than one half (1/2) the total value of all the properties on this project. The previously mentioned late objection was not sufficient to defeat the initiative.

THAT the report of the Special Assessment Roll for Court No. 603, submitted by the Collector of Taxes, dated September 11, 2001, be approved, with the corrections and changes noted herein.

City Manager's Administrative Report
Local Improvements Subsequent Procedure
August 27, 2001Council had before it an Administrative Report dated August 27, 2001, from the General Manager of Engineering Services. David Desrochers, Streets Design Engineer, reviewed the recommendations and showed slides illustrating each project.
The following delegations were heard and actions taken .

There were no speakers on Project No. 603/1.

THAT Court of Revision Project No. 603, Item No. 1, be approved for pavement and curbs on the south side of 2nd Avenue between Brunswick Street and Prince Edward Street.

Phyllis Olson.Some of the comments made by the opposed speakers follow:
· the proposed local improvement will widen the street and encourage more traffic to use it;
· the neighbourhood needs traffic calming measures, not incentives to use the street as a public thoroughfare;
· there is signage in the neighbourhood to guide traffic to appropriate streets to access the museum complex and park; similar signs should be installed for traffic exiting the area;
· it is undemocratic for the City to initiate a project when a process exists for area residents to petition for a local improvement, if they want it;
· return the street to its former condition only, and save the money for something more urgent than unwanted curbs;
· flooding is already a problem in the area, and may become worse if curbs are installed;
· the process for registering objections was questioned.Mr. Desrochers and staff of Local Improvements responded to questions about traffic routing, street width, costs, catch-basin installation, and the notification and objection process.

THAT Court of Revision No. 603, Item No. 3, be approved for pavement and curbs on Whyte Avenue from Cypress Street to Chestnut Street.
