Public Hearing - Thursday, September 13, 2001 - Referral of Item 6 -
False Creek North Official Development Plan AmendmentsItem 6 on the agenda for tonight's Public Hearing included the consideration of amendments to the False Creek North Official Development Plan (FCNODP) Bylaw. I am writing to advise you that the two affected property owners have requested that Council's consideration of the amendments be deferred until a later date.
The recommended amendments of the False Creek North Official Development Plan (FCNODP) primarily impact on two property owners, PavCo (the Provincial Government agency responsible for the management of BC Place Stadium) and Concord Pacific. Recently, PavCo advised staff that they did not wish to proceed with the Public Hearing due to the Provincial Government's Core Services Review. After discussions with staff last week, PavCo agreed to proceed with the Public Hearing following an approach recommended by staff. Staff suggested that should Council approve the amendments, the enactment of the amendments pertaining to the lands managed by PavCo (Area 10 in the FCNODP) be deferred until the Provincial Government completed the Core Services Review. This will likely occur early next year.
After consideration of PavCo's current situation, Concord Pacific advised staff today that they also believe it is inappropriate for these amendments to proceed to Public Hearing at this time and they requested that the Public Hearing be deferred.
Therefore, I recommend that Council's consideration of the amendments be deferred at this time and be re-scheduled for another Public Hearing in consultation with PavCo, Concord Pacific and other affected parties. Should elements in the proposed amendment change as a result of these discussions, staff would first report back with a new Public Hearing referral motion.
