RECOMMENDATION
THAT the form of development for this portion (Sub-Area 5A, Site 5GH) of the CD-1 zoned site known as 800-1100 Pacific Boulevard (858 Beatty Street being the application address) be approved generally as illustrated in the Development Application Number DE405676, prepared by Busby & Associates Architects and stamped "Received, City Planning Department March 23, 2001", provided that the Director of Planning may approve design changes which would not adversely affect either the development character of this site or adjacent properties.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
There is no applicable Council policy except that Council did approve in principle the form of development for this site when the rezoning was approved, following a Public Hearing.
PURPOSE
In accordance with Charter requirements, this report seeks Council's approval for the form of development for the above-noted CD-1 zoned site.
BACKGROUND AND SITE DESCRIPTION
At a Public Hearing on April 20, 1993, City Council approved a rezoning of this site from
BCPED (B.C. Place/Expo District) to CD-1 (Comprehensive Development District). CD-1 By-law Number 7248 was enacted on November 30, 1993. At a subsequent Public Hearing on February 22, 1996, Council approved amendments to the CD-1 By-law and also approved in principle a revised form of development for this Comprehensive Development District. The amended CD-1 By-law Number 7606 was enacted on July 30, 1996. Revised companion guidelines (Quayside Neighbourhood CD-1 Guidelines) were also adopted by Council resolution at that time.At a subsequent Public Hearing on June 28, 2001, Council approved a further rezoning to incorporate the BC Place Gap site into this CD-1. A further revised form of development was approved in principle at that time, and the amended CD-1 By-law Number 8365 and revised Guidelines were enacted on July 10, 2001.
The site is located adjacent to Terry Fox Plaza and B.C. Place Stadium. It is bounded by Beatty Street, Smithe Street, Expo Boulevard North and is within the Quayside Neighbourhood of the False Creek North Official Development Plan. The site and surrounding zoning are shown on the attached Appendix _A_.
Subsequent to Council's approval of the CD-1 rezoning, the Development Permit Board approved Development Application Number DE405676. This approval was subject to various conditions, including Council's approval of the form of development.
DISCUSSION
This CD-1 District consists of two sub-areas, containing seven sites. The proposal (Sub-area 5A, Site 5GH) involves the construction of Phase 1 of a two-phase project, consisting of an 8-storey office building with street-fronting retail/commercial use, a plaza fronting Beatty Street, and a 4-storey office building with street-fronting retail/commercial use fronting Expo Boulevard, with three levels of underground parking (351 spaces), having vehicular access from Beatty Street. The top 3 storeys of the 4-storey office building is indicated as Phase 2.
A new development application for the Gap has been received and will be reported to Council for approval of the form of development for that portion at a later date.
The proposed development has been assessed against the CD-1 By-law and Council-approved guidelines and responds to the stated objectives.
Simplified plans, including a site plan and elevations of the proposal, have been included in Appendix _B_.
CONCLUSION
The Development Permit Board has approved Development Application Number DE405676, subject to various conditions to be met prior to the issuance of the development permit. One of these conditions is that the form of development first be approved by Council.
