RECOMMENDATION
THAT Council approve 13 Project Grants totalling $39,600, as listed in Table 1, source of funds to be the 2001 Cultural Grants budget.

COUNCIL POLICY
Council established the annual civic grants program in March 1978. City Council confirmed the criteria used in assessing Cultural Grant applications on Feb. 3, 1987, and approved the current Cultural Grant categories on Dec. 14, 1989.
On Nov. 22, 1994, Council approved a new two-step grant approval process whereby undisputed staff recommendations are approved first, while applicants requesting reconsideration are given a second review and are presented to Council at a later date.
Approval of grant recommendations requires eight affirmative votes.
PURPOSE
This report presents staff recommendations on Project Grant requests received for the June 1st, 2001 deadline.
BACKGROUND
For the June 1st Project Grant cycle, 23 grant requests were received, two of which proved ineligible: one applicant did not complete an application form or provide the required information; the other ineligible applicant has not been in existence for the minimum six-month period. Requests from the 21 eligible applicants total $116,200.
DISCUSSION
Staff are recommending 13 grants totalling $39,600, as listed in Table 1. These recommendations are based on clearly articulated eligibility and evaluation criteria, including artistic interest, organizational competence, diversification of revenue sources, and financial need. The recommendations also reflect support for diversity and artistic innovation. All applicants have been informed of the recommendations in writing.
In making their recommendations, staff have tried to balance the value of assisting promising first-time applicants with the need to support the artistic and organizational development of groups that have been contributing to Vancouver's cultural ecology for a number of years. Detailed information about applicants, their projects, and staff recommendations is presented in Appendix A (on file in City Clerk's Office), which consists of the front pages of the applications.

CONCLUSION
This is the last report on Project Grants for the year 2001. Reports on other Cultural Grant programs, the 2001/2002 Theatre Rental Grants, Arts Partners in Organizational Development, and Diversity Initiatives, will be presented to Council in the coming months. Pending approval of the current recommendations, there will be no unallocated balance in the Operating and Project categories of the 2001 Cultural Grants budget.
