Award of Tender No. PS01018 - Supply and Delivery of Trailer Mounted Brush Chippers
RECOMMENDATION
THAT Council accept the following bids, offering the highest value based on quality, service and price from the following firms, for the supply and delivery of trailer mounted brush chippers, as, if and when required, subject to a contract satisfactory to the Director of Legal Services.
· Pacific Arborist Supplies for Item #1, eight (8) only 13" diameter trailer mounted brush chippers at a total cost of $273,336.
· Vermeer of BC for Item #2 , two (2) only 18" diameter trailer mounted brush chippers at a total cost of $100,550.
The total cost is $373,886 plus the applicable 7% GST (less the anticipated receipt of the municipal rebate) and the 7% PST.
COUNCIL POLICY
The Policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.
Contracts with a value over $300,000 are referred to Council.
DISCUSSION
Tenders for the above were opened by the City Clerk on April 25, 2001 and referred to thePark Board Fleet Supervisor and the Manager of Purchasing Services for evaluation and report.
The 7% GST (less the anticipated receipt of the municipal rebate) and the 7% PST are in addition to all prices shown in this report and in the tabulation.
Funds for all purchases are provided for in the Truck Plant Account.
The tender was advertised in the local newspaper as well as on the Internet.
The tender calls for the supply and delivery of eight (8) only 13" diameter trailer mounted brush chippers and two (2) only 18" diameter trailer mounted brush chippers to be used by the Vancouver Park Board for tree pruning. These brush chippers are required to replace existing equipment that is beyond its economical life.
Five firms submitted tenders, with one firm also submitting an alternate.
Pacific Arborist Supplies submitted the lowest bid meeting specification for Item #1, the 13" diameter trailer mounted brush chipper.
Vermeer of BC submitted the lowest bid meeting specification for Item #2, the 18" diameter trailer mounted brush chipper.
Accordingly, we are recommending the acceptance of the lowest bids meeting specification, from Pacific Arborist for Item #1 and Vermeer of BC for Item #2 at a total cost of $373,886.
