Proposal: · demolish existing Downtown YMCA and develop new 100,000 sq. ft. facility

· develop 20,000 sq. ft. community service space and 20,000 sq. ft. non-market housing for First Baptist Church (FBC)
· develop two residential towers, one on YMCA site and one on FBC site

Issues: · proposed increase in maximum floor area on the combined sites from 406,500 sq. ft. to 660,750 sq. ft.

· building heights above RM-5B and DD maximums
· tower siting and massing, and consequent view and shadow impacts
· potential loss of YMCA facade
· FSR bonus for FBC community service space and non-market housing
· transfer of unused density from existing church
· FSR exemption and bonus for new YMCA

Processing: Normal rezoning application processing will be deferred until Council advice is obtained through an Issues Report. Preliminary assessement of proposed density bonuses and transfers will be undertaken and those not supported by City policies and practises will be reported for advice.

Method of Public Notification: Standard notification of the surrounding neighbourhood (information signs on the site and letter) will be deferred until Council advice, and revised application if necessary, are received.
