A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, July 10, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

RECOMMENDATION
1. Colour Change of School Area and School Crosswalk Ahead Traffic Signs
(File 5702)
The Committee had before it an Administrative Report dated June 25, 2001, in which the General Manager of Engineering Services sought Council's approval to change existing school area signs from white on blue and school crossing signs from black on yellow to black on fluorescent yellow/green reflective sheeting.
Jim Hall, Neighbourhood Transportation Engineer, introduced Sylvia Kirk, Engineering Assistant. Referring to samples of the proposed signage, staff explained the need for brighter school area signs. Ian Adam, Assistant City Engineer, responded to a question regarding use of the proposed signage in non-school zones.
MOVED by Councillor McCormick
THAT the Committee recommend to Council
A. THAT Council approve the phased implementation of the school area signs and school crosswalk ahead signs in fluorescent yellow/green, at a total cost of $105,000 to be installed over 2001 and 2002.
B. THAT Council accept contributions of $40,000 from the Insurance Corporation of British Columbia (ICBC) for material costs for the change over.
C. THAT the net City cost of $65,000 for these signs be approved from the 2000 -2002 Streets Capital Plan under the Local Area Traffic Plan and Other Improvements category.
D. THAT, commencing in 2003, the annual Sign Maintenance Budget be increased, without offset, by $7,000.

2. South Kerrisdale Neighbourhood Traffic Calming Plan - Follow up (File 5757)
The Committee had before it an Administrative Report dated June 26, 2001, in which the General Manager of Engineering Services sought Council's approval for street modifications proposed as part of follow-up studies completed in the South Kerrisdale Neighbourhood.
Scott Edwards, Assistant Traffic Management Engineer, reviewed the report and distributed a map (on file) of South Kerrisdale highlighting the proposed street segments for installation of speed humps. Mr. Edwards responded to questions regarding speed hump design, spacing, changes to the standard speed limit on residential streets and follow-up studies in the neighbourhood.
The following spoke in support of the recommendations but expressed concerns:

Speakers' comments included:
· larger speed humps should be installed as the existing ones in the neighbourhood have proven ineffective in reducing speed;
· there have been a number of accidents involving bulges in the area and they should be removed;
· report does not indicate number of speed humps proposed or data from traffic and speed counts;
· public consultation process was incomplete;
· although traffic calming efforts have reduced the number of trucks, a high volume of traffic remains.
Jim Hall, Neighbourhood Transportation Engineer, was present and responded to questions regarding the process in determining the number of speed humps required in a study area.

THAT the Committee recommend to Council
A. THAT Council approve the installation of speed humps on the 6500 and 6600 block of Yew Street; and the 7500 and 7600 block of Arbutus with funding of $25,000 provided from the South Kerrisdale traffic calming plan - (Account No's. 10000983 and 10000985).
B. THAT, commencing in 2003, the following budget be increased, without offset, as listed:
$800 - Traffic Operations Budget; for maintenance of signs, and paint markings for traffic calming measures as described in this report.

THAT Council approve the installation of speed humps on the 6500 and 6600 block of Yew Street; and the 7500 block of Arbutus and propose the closing of the 7600 block of Arbutus after full public consultation, with funding of $25,000 provided from the South Kerrisdale traffic calming plan - (Account No's. 10000983 and 10000985).

3. Mt. Pleasant Traffic Calming Plan - Temporary Northbound Traffic
Closure at Quebec and 11th or 12th (File 5753/5757)
The Committee had before it an Administrative Report dated June 13, 2001 in which the General Manager of Engineering Services sought Council's approval to make permanent the trial northbound traffic closure on Quebec Street.
Jim Hall, Neighbourhood Transportation Engineer, with the aid of a diagram, provided an overview of the report. Mr. Hall together with Ian Adam, Assistant City Engineer, responded to questions regarding traffic monitoring, the number of students crossing 11th Avenue daily and traffic calming measures on the north side of the lane behind 2649 Quebec Street.
Frank Dragojevich, Principal, St. Patrick's Secondary School, spoke in favour of the recommendations but expressed concerns over student safety. As the school is situated on both sides of the 100 block of East 11th Avenue, he suggested that crosswalks be put in, speed humps be installed or consider closing this section of East 11th Avenue to traffic.

THAT the Committee recommend to Council
A. THAT the northbound closure of Quebec Street at 11th Avenue be made permanent.
B. THAT funding of $12,000 for the implementation of this closure be provided from Streets Capital Unappropriated Account 30000326, Neighbourhood Traffic Calming Plans.
