Business License Hearing Panel for July 12, 2001
and July 24, 2001RECOMMENDATION
THAT Council delegate the holding of business license hearings presently scheduled for July 12, 2001 and July 24, 2001 to a panel of three Council Members, pursuant to Section 277.1 of the Vancouver Charter, as follows:
i. July 12, 2001 at 7:30 p.m. - the business license hearing pursuant to Section 275 of the Vancouver Charter regarding a referral to Council by the Chief License Inspector of an application for a year 2001 business license by Five Star Communication Ltd. dba Fine Line Escorts and Five Star Escorts at 2511 Burrard Street, and dba Five Star Escorts at 9 East Broadway and the power to make a Council decision in relation to that hearing be delegated to:
Councillor Lynne Kennedy, Chair
Councillor Daniel Lee
Councillor Tim Louis.Should any of the above Members of Council be unable to attend the hearing, the hearing and the power to make a Council decision in relation to the hearing be delegated to the remaining two Councillors and Councillor Jennifer Clarke.
ii. July 24, 2001 at 9:30 a.m. - the business license hearing pursuant to Section 277 of the Vancouver Charter regarding an appeal of a decision of the Chief License Inspector to suspend the 2001 "wholesale dealer" business license of Canadian Textile Import & Export Manufacturing Corp. doing businessat 1391 William Street, and the power to make a Council decision in relation to that hearing be delegated to:
Councillor Tim Louis - Chair
Councillor Lynne Kennedy
Councillor Don Lee.Should any of the above Members of Council be unable to attend the hearing, the hearing and the power to make a Council decision in relation to the hearing be delegated to the remaining two Councillors and Councillor Fred Bass.
CITY MANAGER'S COMMENTS
The City Manager RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Section 277.1 of the Vancouver Charter gives Council the power to delegate the holding of a business license hearing under Section 275 or Section 278, or an appeal under Section 277, by Resolution to one or more Council Members. On November 30, 1999, Council adopted a procedure relating to business license hearings whereby the hearings will generally be conducted before a panel of three Members of Council, although Council may designate that a hearing be conducted before a panel comprised of a greater number of Members of Council.
BACKGROUND
The Vancouver Charter confers on Council the power to delegate the holding of business license hearings to one or more Members of Council. Council must designate, by Resolution, Members of Council who will deal with each specific hearing.
CONCLUSION
Staff recommend that Council pass the RECOMMENDATIONS contained in this report.
