A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on May 15, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES

The Minutes of the Standing Committee on Transportation and Traffic meeting of April 24, 2001, were adopted.

RECOMMENDATION

1. North-East Kitsilano Traffic Calming Plan - Temporary Measures (File: 5757)

The Committee had before it an Administrative Report dated April 23, 2001 in which the General Manager of Engineering Services sought approval to make permanent the North-East Kitsilano trial traffic calming measures.

Jim Hall, Neighbourhood Transportation Engineer, with the aid of display boards, reported on the effectiveness of the mid-block bicycle bulges and left turn restrictions on 2nd and 3rd Avenues, and noted that area residents support making the traffic calming measures permanent.

Joseph Moore spoke in general favour of the traffic calming measures and offered the following comments:

· requested that monitoring continue, of the left turn on 4th Avenue, heading East off Burrard, and Maple Street where there has been a slight increase in traffic;
· mid-block bulges work well because they help to keep drivers aware; this is reflected in decreased accidents in the area.

THAT the Committee recommend to Council

A. THAT the three mid-block bicycle bulges on Cypress Street be made permanent.

2. Partial Closure on 1600 East 10th Avenue (File 5753)

The Committee had before it an Administrative Report dated March 27, 2001 in which the General Manager of Engineering Services sought approval for making permanent the trial partial closure at 1600 East 10th Avenue.

Melina Scholefield, Neighbourhood Transportation, with the aid of display boards, reviewed

the report, provided rationale for the permanent installation of the closure, and responded to questions.

Kevin Butler and Anita Olson raised concerns regarding increased traffic in the area due to factors such as the pedestrian controlled lights on Woodland at 12th Avenue and Broadway, and suggested that money would be better spent calming traffic on Woodland Drive.

Ian Adam, Assistant City Engineer, Transportation confirmed that a follow-up would be done with regard to traffic on Woodland Drive.

THAT the Committee recommend to Council

THAT the temporary partial closure, which closes East 10th Avenue to westbound traffic at the lane west of Commercial Drive, be made permanent.

3. Design of Stanley Park S-Curve (File 4155)

The Committee had before it an Administrative Report dated May 4, 2001 in which the General Manager of Engineering Services, in consultation with the General Manager of Parks and Recreation and the Director of Current Planning, recommended approval of the design of the Stanley Park S-Curve, associated improvements, and additional funding of $2 million.

Forrest Klotsbach, Streets Design, with the aid of a model, explained project details such as roadway elevation, curvature reduction, lane widening, median raising, and bike lanes, and noted work is planned to start in the fall. Don Brynildsen, Assistant City Engineer, Streets, confirmed that exact prices would be known in July, when the tender process is complete.

THAT the Committee recommend to Council

B. THAT the additional City funding of $2 million required for this project be provided by the reallocation of unspent funds from completed Streets Capital projects.

C. THAT the General Manager of Engineering Services be authorized to revise the City's agreement with TransLink for the additional $1.5 million requested as part of the 2001 Minor Capital Program.
