A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on April 24, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meetings of March 13 and March 27, 2001, were adopted.
RECOMMENDATION
1. Intelligent Transportation Systems Presentation File: 5560-1
Doug Louie, Senior Downtown Transportation Engineer, with the aid of a PowerPoint presentation, provided an overview on Intelligent Transportation Systems. Copies of the relevant slides were distributed at the meeting and are on file in the City Clerk's Office.
Mr. Louie responded to questions regarding Provincial legislation, maximum road capacity, environmental issues and technological aspects including sensory capability.
The following motion by Councillor McCormick was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT City Council receive the presentation on Intelligent Transportation Systems for information.

The following motion by Councillor Price was put and carried. The Committee, therefore,
RECOMMENDED
B. THAT Engineering report back with a discussion paper on Intelligent Transportation Systems technologies and the maximum desirable capacities of roads in Vancouver.

2. Annual Speed Hump Program File: 5757
The Committee had before it an Administrative Report dated April 5, 2001 in which the General Manager of Engineering Services sought approval and funding for the second Annual Speed Hump Installation Program. The report identifies the proposed speed hump locations and outlines a method for public consultation.
David Rawsthorne, Civil Engineer, Neighbourhood Transportation, provided an overview of the Administrative Report and noted that the street segments recommended for speed hump installation are listed in the report.
Mr. Rawsthorne, together with Jim Hall, Neighbourhood Transportation Engineer and Ian Adam, Assistant City Engineer, Transportation, responded to questions regarding public response, speed hump design, budget and the method used to identify areas of priority. Other options for speed control on neighbourhood streets were also referenced.
The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT speed humps be installed on the local, residential streets specified in the Administrative Report dated April 5, 2001 subject to approval from a resident survey with funding of $250,000 provided from Streets Basic Capital Unappropriated - Local Area Traffic Plans and Other Improvements, subject to approval of the 2001 Streets Basic Capital Budget.
B. THAT commencing in 2002, the Traffic Operating Budget be increased by $3,400, without offset.

3. Green Napier Neighbourhood Greenway -
Temporary Measures For Trial Period File: 5767
The Committee had before it an Administrative Report dated March 26, 2001 in which the General Manager of Engineering Services sought Council approval on the temporary restriction of vehicles, with the exception of emergency service vehicles, in the 1600 Block of Napier Street. The restriction would allow the space to be temporarily transformed into a community oriented pedestrian space which will act as a trial period for the "Green Napier" - Neighbourhood Greenway.
Karyn Thomson, Engineer, Structures and Greenways, provided an overview of the Administrative Report with the aid of a display board. It was noted that due to high traffic volume in the lane, the restriction is temporary to allow further assessment of traffic implications and community support. Ms. Thomson responded to questions regarding the evaluation process to be used.
The following motion by Councillor Bass was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT Council approve the temporary restriction of vehicle traffic with the exception of emergency service vehicles in the 1600 block Napier as a five month trial period for the Green Napier - Neighbourhood Greenway.
B. THAT staff monitor traffic volumes and assess community support for a permanent greenway at this site during the trial and report back to Council with their findings.
