RECOMMENDATION
THAT Council endorse early approval to the 2001 Park Board Capital Budget for Asphalt and Drainage in the amount of $380,000.
POLICY
The Park Board has final approval with respect to budget priorities, consistent with program objectives, as outlined in the Capital Plan plebiscite question and in agreements with external agencies. The Board also approves how funding is allocated over the three year Capital Plan cycle 2000-2002.
City Council's endorsement of the Board's Capital Budget is required.
BACKGROUND
On February 12, 2001 Park Board approved two capital paving projects in Stanley Park, the re-paving of the 2nd Beach and Totem Pole parking lots, as part of its 2001 Capital Budget.. In order to complete the projects prior to the prime visitor season work must commence immediately and Council's early endorsement of that portion of the Capital Budget in the amount of $380,000 is required.
DISCUSSION
The two parking lots in question are in very poor condition. These are high profile destinations for visitors to Stanley Park. With the new Totem Pole Visitor Centre nearing completion it is particularly evident that renovation of this parking lot is required. Staff plan to complete the projects prior to the prime visitor season in order to minimize disruptions to the operations of these two revenue-producing facilities.
CONCLUSION
Early endorsement of this portion of the Park Board's 2001 Capital Budget is justified as it will reduce disruption to the operation of two prime visitor destinations in Stanley Park.
