RECOMMENDATION
THAT the contract for the Queen Elizabeth Theatre ("QET") parkade repair be awarded to Polycrete Restorations Ltd. up to a maximum amount of $399,354.00, plus GST; source of funding to be the funding available from the 2000-2002 Capital Plan.
GENERAL MANAGER'S COMMENTS
The General Manager of Corporate Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
· Council approval is required for contracts over $300,000.
· Contracts are to be awarded on the basis of best value for the City.
BACKGROUND
On July 4, 2000, City Council approved major structural repairs to the QET parkade at an estimated cost of $650,000.
DISCUSSION
From an open request of general contractors, six contractors submitted tenders for the project. Complete tenders were received as follows:
1. CCD Polymerics Ltd. Declined
2. Duron B.C. $413,800
3. Polycrete Restorations Ltd. $399,354
4. Concreate USL $509,700
5. Kingston Construction Ltd. $444,016
6. Haebler Construction Declined
On the basis of best value it is recommended the contract be awarded to Polycrete Restorations Ltd., the low bidder, up to a maximum amount of $399,354 plus GST. Polycrete Construction Ltd. met all the requirements of the tender documents.
The contract value is within the amount budgeted for this portion of the project.
All tenderers have been advised of this recommendation.
