A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, March 13, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of February 20, 2001, were adopted.
RECOMMENDATION
1. Taxicab Distance Fare Increases File: 2801
The Committee had before it an Administrative Report dated February 26, 2001, in which the Chief License Inspector in consultation with the Director of Finance and Director of Legal Services provided Council with background information on an impending region-wide increase in taxicab distance rates only, approved by the Motor Carrier Commission (MCC) on December 18, 2000. Staff recommended that Council adopt the fare increase as approved by the MCC. The General Managers of Corporate Services and Community Services recommend approval.
Paul Teichroeb, Chief License Inspector, reviewed the report and responded to questions regarding the division of authority between the City and the Motor Carrier Commission.
John Palis, Manager, MacLures Cabs, spoke in support of the fare increases and provided details on the process used by the MCC to arrive at the recommended rate increase. Note was also made of the recent increase in fuel costs.
The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT taxicab meter fares and time or distance fares in the City be increased to the following rates, respectively (excluding GST):
POINT TO POINT ON METER:
For the first 80 metres or fraction thereof........................................ $2.15
For each additional 80 metres or fraction thereof........................... .10
For each 16 seconds of stopping or waiting time.............................. .10
TIME OR DISTANCE:
For the first hour or fraction thereof............................................... $22.43
or for each 80 metres, whichever is greater........................... .10
For each succeeding quarter hour or fraction thereof.................... 5.61
or for each 80 metres, whichever is greater.......................... .10
B. THAT the Director of Legal Services be instructed to bring forward the necessary by-law amendments to give effect to the increases as of March 15, 2001.

2. Third Auto-oriented Crossing of Burrard Inlet and the
Downtown Transportation Plan File: 5560-1
The Committee had before it an Administrative Report dated February 27, 2001, in which the General Manager of Engineering Services and the Director of Current Planning identified some of the issues related to the creation of a third automobile-oriented crossing of Burrard Inlet near the Main Street corridor and consequences for the Downtown Transportation Plan. Staff recommended work related to the Downtown Transportation Plan not include consideration of a third Burrard Inlet crossing at this time.
Lon LaClaire, Transportation Engineer, provided an overview of the report and introduced Doug Louie and Jeff Patterson, co-managers of the Plan. Staff responded to questions regarding Council's earlier request noted in the report that the "False Creek Flats Industrial Area Study" explore the impacts of an automobile-based third crossing through the False Creek Flats area. Ian Adam, Assistant City Engineer, advised of the need to address transportation and land use together through the Regional Strategic Transportation Plan.
Peter Withers, Transvision (brief filed) provided details on Transvision's objectives and interest in a multi-modal tunnel link, as opposed to an auto-oriented link with the North Shore. He further requested Council not defer planning on this issue, but rather include consideration of it in both its current planning processes and upcoming review of the Livable Region Plan and 2021 Transportation Plan.
David Cadman, Society for Promoting Environmental Conservation (SPEC) spoke in support of the recommendations, but expressed concern with reference in the report to a request by Council, and the work currently underway, to explore the impacts of an automobile-based third crossing through the False Creek Flats area. Mr. Cadman also made reference to modifications made to the City's adopted Transportation Plan.
In response to questions from Council, Dave Rudberg, General Manager of Engineering Services, provided the rationale for the assessing the above-noted impacts to the False Creek Flats area.
Don Buchanan, West End Residents Association, (material on file) spoke in support of the staff recommendations and provided handouts on a new high-speed train between Gothenburg and Copenhagen and information from the Port Authority of New York & New Jersey on investing to improve New Jersey-New York access via passenger vehicle tolls. Mr. Buchanan suggested the need to consider linkages to the south rather than north.
The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT work on the current Downtown Transportation Plan proceed without further consideration at this time of the potential for a new auto-oriented crossing of Burrard Inlet at or near Main Street, as this question will not become relevant until after the implementation time frame of this plan.
B. THAT Council defer consideration of a new Burrard Inlet crossing until, at the earliest, the next review of the long term regional strategic plan.
