A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday, February 22, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

RECOMMENDATION
1. Heather Civic Marina 2001 Moorage Rates and Other Fees File: 1757
The Committee had before it an Administrative Report dated February 7, 2001, in which the General Manager of Corporate Services/Director of Finance, sought Council's approval of moorage rates and other fees and charges at the Heather Civic Marina for 2001.

Susan Lyra, Research Analyst, Financial Services, provided an overview of the report.
The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
THAT the 2001 moorage rates and boat lift fees at the Heather Civic Marina be increased by 2.3%, reflecting a general inflationary increase. Proposed fees are outlined in Appendix III of the Administrative Report dated February 7, 2001, to be effective April 1, 2001.

2. Annual Khalsa Diwan Society Vasaikhi Parade File: 4201
The Committee had before it an Administrative Report dated February 13, 2001, in which the General Manager of Engineering Services provided Council with an update on the 2000 Khalsa Diwan Society Vaisikhi Parade, and submitted options A through D for the 2001 parade for Council's consideration. The City Manager recommended approval of A and B as set out in the report, provided the report on this years' event is provided to Council within the 30 day period so that a decision on a fee can be made based upon success of the event.
Tom Timm, Deputy City Engineer, and Muriel Honey, Manager, Films and Special Events Office, reviewed the report and responded to questions related to safety concerns of previous years' parades and the proposed fee levy of $10,000. Staff advised a new Temple Executive was elected in December, and they have agreed to work with the FEST Committee to ensure safety conditions are met.
Jagdeep Singh Sanghera, official representative of the Society, Gurnam Sanghera, Society member and Daljit Sidhu, Punjabi Market Association, spoke in support of the parade. The following points were noted during discussion:
· the Society has agreed to work with the FEST Committee the day prior to the parade to ensure any safety issues are addressed

· City Staff, the Society and the Punjabi Market Association have agreed to allow a small stage to be set up at the corner of Main and 50th, which will not impede emergency vehicle access to 50th Avenue; the podium will be dismantled immediately after the last float has passed that location
· the delegation requested Council deem the Khalsa Diwan Society Vasaikhi Parade to be a civic event, and cover direct City costs, as was recently done for the the Symphony of Fire
Council discussion followed on issues related to the need to ensure the parade keeps travelling through the Punjabi Market area, and impacts of stopping the parade. Councillors also commented on the special circumstances related to the Symphony of Fire, and hence the agreed to payment of direct City costs for that event.
The following motion by the Mayor was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT Council approve the Khalsa Diwan Society's Vaisakhi parade scheduled to be held Saturday, April 14th, 2001, subject to the conditions set out by the FEST Committee in the Administrative Report dated February 13, 2001.
B. THAT Council levy a fee of $10,000 for the use of closed streets or portions thereof, pursuant to the Street and Traffic By-Law, to be paid within 30 days of the conclusion of the event, subject to review by Council of their compliance with the conditions set.
