STANDING COMMITTEE OF COUNCIL
ON TRANSPORTATION AND TRAFFICFebruary 20, 2001
A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on February 20, 2001, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

It was agreed to vary the agenda to add Item 3 - Truck Safety and Enforcement.
ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of January 30, 2001, were adopted.
RECOMMENDATION
1. South East False Creek Temporary Seawall Walkway File: 8206
The Committee had before it an Administrative Report dated January 15, 2001, inwhich the General Manager of Engineering Services recommended approval of the construction of a temporary extension of the seawall walkway from Cambie Bridge to Science World.
Doug Smith, Structures and Greenways Engineer, reviewed the report and outlined the details, including potential City funding required to complete the temporary walkway.
Dave Rudberg, General Manager of Engineering Serivces; Don Brynildsen, Assistant City Engineer, Streets; and Mr. Smith responded to questions regarding safety and security issues.
The following motion by Councillor McCormick was put and carried. The Committee, therefore,
RECOMMENDED
THAT Council approve the construction of a temporary extension of the seawall walkway from Cambie Bridge to Science World, as outlined in this report at a cost of $250,000, with funding of $50,000 to be provided from the Molson Indy Legacy Fund and a maximum of $200,000 from the Property Endowment Fund.

2. Rapid Transit - Vancouver Community College
SkyTrain Station Design File: 5559
The Committee had before it an Administrative Report dated January 19, 2001, in which the Rapid Transit Office, in consultation with the Directors of Current Planning and City Plans, and the General Manager of Engineering Services, submitted for information a summary of the Vancouver Community College SkyTrain Station design, including the advice and comment of City staff.
Wayne Pledger, Project Manager, Rapid Transit Office (RPO), reviewed the report and outlined the design of the proposed Vancouver Community College SkyTrain Station and progress on related precinct and station area planning.
Edward LeFlufy, Consultant, and Walter Francl, Architect, Rapid Transit Project Office, with the aid of sketches and photographs, reviewed the station design. Pat Wotherspoon, Assistant Director of City Plans, and Patricia St. Michel, Planner, responded to questions regarding structural planning through the greenways system, and station access.Mr. Pledger advised he will be reporting back on the progress of the station design.
Larry Waddell, Director of Facilities, Vancouver Community College, in response to comments made regarding low ridership, advised that besides those people working in theindustrial area, 6000 students attend VCC everyday - lack of use of the line was not a concern. The VCC continues to support the RPO to proceed with the overhead walkway.
The following motion by Mayor Owen was put and carried. The Committee, therefore,
RECOMMENDED
THAT Council receive for information a summary of the Vancouver Community College SkyTrain Station design including the advice and comment of City staff.

3. Truck Safety and Enforcement File: 5555
Ian Adam - Assistant City Engineer, Transportation, together with Inspector Ken Davies - Police Services, Traffic Section, reviewed their memorandum dated February 19, 2001, in which they discussed a proposal to change the Street and Traffic By-law regarding securement of vehicle loads, and planned enforcement changes in the city.
Insp. Davies advised that for the past year, the Police Department has been training in commercial vehicle enforcement, including waterfront patrol. Enforcement includes the purchase of new tools to inspect vehicles, checking loads, working with site management, and working more on South West Marine Drive, with radar and speed readers.
Mr. Adam advised he would be reporting back on proposed revisions to the Street and Traffic By-law, including a number of issues relating to control, size and routing of trucks.
The following motion by Councillor Puil was put and carried. The Committee, therefore,
RECOMMENDED
THAT the memorandum dated February 19, 2001, from Ian Adam - Assistant City Engineer, Transportation, and Insp. Ken Davies - Police Services, Traffic Section, be received for information.
