A Special Meeting of the Council of the City of Vancouver was held on Thursday, February 1, 2001, at 7:30 p.m., in the Council Chamber, Third Floor, City Hall.

Memorandum from the Director of City Plans
January 24, 2001
Before Council was a memorandum from the Director of City Plans, dated January 24, 2001, which noted that on December 7 and 14, 2000, Council considered the following Business Improvement Area (BIA) applications:
· Kerrisdale BIA Renewal
· Robson Street BIA Renewal· Proposed Collingwood BIA
· Proposed Kitsilano Fourth Avenue BIA
· Proposed Hastings North BIAThe applications were described in Appendices to the memorandum. Property owners in the BIA areas were given appropriate notification as required by the Vancouver Charter, and business tenants also received notification according to City policy.
Circulated at the meeting was a memorandum, dated February 1, 2001, from the BIA Coordinator, which provided information on the objections received for the BIA applications, updated to 5:00 p.m., February 1, 2001.
Peter Vaisbord, BIA Coordinator, with the aid of area maps, reviewed the objections received for each application, and proposed changes to the boundaries of the proposed Collingwood BIA. Prior to considering the applications, the following speakers were heard:
Kerrisdale BIA Renewal
There were no speakers on this BIA renewal.

THAT the application of the Kerrisdale Business Association, as described in Appendix A of the memorandum dated January 24, 2001, from the Director of City Plans, be approved and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to re-establish the Kerrisdale BIA and establish a new funding ceiling.

Robson Street BIA Renewal
There were no speakers on this BIA renewal.

THAT the application of the Robson Street Business Association, as described in Appendix B of the memorandum dated January 24, 2001, from the Director of City Plans, be approved and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to re-establish the Robson Street BIA and establish a new funding ceiling.

Proposed Collingwood BIA
Mary-ann Mustonen, President, Collingwood Business Association indicated support for the proposed BIA.
George Valinho spoke in opposition to the proposed BIA, stating businesses in the Tyne and Kingsway area would not benefit equally. Concern was also expressed with deletion of all Joyce Street properties north of Kingsway from the BIA boundaries.

THAT the application of the Collingwood Business Association, as described in Appendix C of the memorandum dated January 24, 2001, from the Director of City Plans, be approved and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to establish the Collingwood BIA and funding ceiling.

Proposed Kitsilano Fourth Avenue BIA
The following spoke in support of the proposed BIA, noting the benefits to the area and the city:

· Bill Stott, Chair, BIA Committee
· Charman King, Book Warehouse
· Dennis Jackson, Granville Island Veterinary Hospital
· Karen Schmieg, Mark's Work WarehouseMichael Tam, property owner, spoke in opposition to the proposed BIA, noting the proposed addition of the BIA levy to already high property taxes and operating costs. Lack of sufficient notification was also noted.

THAT the application of the Kitsilano Chamber of Commerce, as described in Appendix D of the memorandum dated January 24, 2001, from the Director of City Plans, be approved and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to establish the Kitsilano Fourth Avenue BIA and funding ceiling.

Proposed Hastings North BIA
The following spoke in support of the proposed BIA, noting the benefits to the area and the city, and the positive step approval of the BIA would provide in overcoming some the area's social problems:

· Lawrence Marriott, Business Manager, Hastings commercial area
· Cindy Piper, BIA CommitteeThe following spoke in opposition to the proposed BIA, noting the proposed addition of the BIA levy to already high property taxes and operating costs, and questioned the needs of both commercial stores and warehouses being met by one business association. Lack of sufficient notification was also noted:
· Michael Trivisano, on behalf of owners, two commercial properties

THAT the application of the Hastings Chamber of Commerce, as described in Appendix E of the memorandum dated January 24, 2001, from the Director of City Plans, be approved and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to establish the Hastings North BIA and funding ceiling.
