COUNCIL POLICY

Section 206 (i) of the Vancouver charter provides that Council may, by resolution pass by not less than two-thirds of all its members, provide for the making of money grants to any association comprised of municipalities to which the Council deems it is in the interest of the City to belong, or assist.

Grants require eight affirmative votes.

BACKGROUND/DISCUSSION

The FCM, UBCM and LMMA invoices to the City for their 2001-2002 membership fees, are as follows:

(a) FEDERATION OF CANADIAN MUNICIPALITIES

This represents an increase of $1,514.18 (3%) over last year. The additional cost is based on a population of 514008 @ 9.8 cents per capita and a base fee of $100.

(b) UNION OF BRITISH COLUMBIA MUNICIPALITIES

This represents an increase of $877.14 (2%) over last year, plus a one-time levy of $508.79 for a Policing Study. UBCM dues are calculated using the population estimates (for grant purposes) of BC STATS, a division of the Ministry of Finance and Corporate Relations.

(c) LOWER MAINLAND MUNICIPAL ASSOCIATION

The LMMA is the largest area association in the province, and is one of five associates working closely with the UBCM to service local government. With the approval of members, annual dues for the LMMA increased from $100.00 to $1,000.00 in 2000. It is requested that LMMA fees for 2001-2002 be considered for grant funding.

No GST applies to these membership fees.
