RECOMMENDATION

A. THAT monthly installments be made to the following organizations, beginning January 2001, in advance of consideration of the individual 2001 Operating Grant requests, source of funds to be Other Grants Budget:

Vancouver Art Gallery Association $153,400
A.S.T.C. Science World Society $6,700
Vancouver City Planning Commission $4,000

B. THAT bi-weekly installments be made to the following organizations, beginning January 2001, in advance of consideration of the individual 2001 operating grants, source of funds to be Other Grants Budget:

Vancouver Museum Commission $24,400
Vancouver Maritime Museum Society
(incl. St. Roch supplementary grant) $13,400
MacMillan (Pacific) Space Centre Society $17,100

The General Managers of Community and Corporate Services RECOMMEND approval of A and B.

COUNCIL POLICY

Council's policy is to provide installments of the operating grants to allow these organizations to meet their operating needs, in advance of consideration of their grant requests in the normal grant review process.

Approval of grant recommendations requires eight affirmative votes.

BACKGROUND

In past years, the City has disbursed operating grants to the Vancouver Art Gallery Association, A.S.T.C. Science World Society, Vancouver City Planning Commission, Vancouver Museum Commission, Vancouver Maritime Museum Society and MacMillan (Pacific) Space Centre in installments throughout the year. Installments to the Vancouver Art Gallery Association, A.S.T.C. Science World Society and Vancouver City Planning Commission are paid monthly, while the other three organizations are paid bi-weekly. In each case, the installments are timed to assist in meeting the operating cash flow of the organizations.

DISCUSSION

In previous years, the St. Roch supplementary grant has been paid out in a combination of lump sum and biweekly installments to the Vancouver Maritime Museum Society after Council considers their Annual Operation Grant request. This has left the Vancouver Maritime Museum Society with little St. Roch revenue in the early part of the year. Staff are proposing to continue with the St. Roch bi-weekly installments and report back on the St. Roch along with the Vancouver Maritime Museum Society's Annual Grant Review and 2001 Operation Grant request.

This report recommends that installments be continued as in past years with payments commencing in January 2001, in advance of Council's consideration of the 2001 grant requests.

The 2001 installments recommended are based on the 2000 actual installment levels as follows. Any adjustment for inflation or budget reductions will be presented for Council's
consideration as part of the annual operating grant review for each institution.
